Inspection of compliance with the Trade Union Charter 388,156 times nationwide
In his opening speech, Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong affirmed that after 10 years of implementing Resolution 06b, with the attention and direction of the Vietnam General Confederation of Labor, the participation and efforts of trade union inspection committees at all levels have achieved many remarkable achievements. However, there is still much work to be done, many issues need to be adjusted to suit the current situation.
Therefore, Ms. Thai Thu Xuong suggested that the delegates study and propose solutions in the context and situation of the international and domestic situation, especially in the current process of restructuring the apparatus nationwide.
In particular, the structure and apparatus will have major changes, leading to indicators and solutions no longer being suitable.
The comments should focus on the following contents: Difficulties, challenges; unsatisfied targets and causes, solutions; is it necessary to issue a new resolution or not?...
According to the report of the Inspection Committee, the Vietnam General Confederation of Labor, after 10 years of implementing Resolution 06b and 5 years of implementing Conclusion No. 01/KL-BCH dated March 15, 2021 of the 12th Executive Committee of the General Confederation of Labor on improving the quality and effectiveness of the activities of the Trade Union Inspection Committee, the inspection, supervision and operation of the Trade Union Inspection Committees of the surveyed units have achieved many remarkable results.
The Trade Union Inspection Committees at all levels have actively and proactively developed inspection and supervision work programs and effectively organized the implementation of the set programs and tasks; promoted the role and responsibility of the advisory agency on inspection and supervision work according to the provisions of the Charter of the Vietnam Trade Union.
Strengthen the inspection of the management and use of trade union finances; strengthen thematic supervision; improve the effectiveness and quality of inspection of compliance with the Charter and regulations of trade union organizations; focus on handling complaints and denunciations; pay attention to advisory work, disciplinary action against cadres and trade union organizations when there are violations. The implementation process has had certain innovations in the content and methods of operation, so the quality and effectiveness of inspection and supervision work of trade unions at all levels have been gradually improved.
According to statistics, in the past 5 years, compliance with the Trade Union Charter has been inspected 388,156 times nationwide. Of which, the Vietnam General Confederation of Labor had 80 meetings; Provincial and municipal labor federations, central industry trade unions and equivalent 3,393 meetings; trade unions at the grassroots level had 82,747 meetings; grassroots trade unions and trade unions had 301,936 meetings.
Supervised 127,791 cases. Of which, the Vietnam General Confederation of Labor had 81 meetings; Provincial and municipal Labor Federations, Central and equivalent industry unions had 2,620 meetings; direct superior trade unions at the grassroots level had 31,303 meetings; grassroots trade unions and trade unions had 93,797 meetings.
Inspection of management and use of trade union finance, assets and economic activities 421,823 times. Thereby promptly detecting and recommending the payment of nearly 782 billion VND (of which more than 527 billion VND is for union fees)
Through inspection and supervision, it is shown that the effectiveness of promoting trade unions at all levels to comply with the Trade Union Charter is improved, implementing the instructions of trade unions at all levels to manage and use trade union finances in accordance with regulations; the quality of inspection and supervision of compliance with the Trade Union Charter is improved.
However, the inspection, supervision and operation of the inspection committees at the grassroots level and at the grassroots level of some units have not really promoted their effectiveness and quality.
Financial inspection activities at the same level at grassroots trade unions are not substantial, not highly effective, and there are still phenomena of handling and forming.
The settlement and participation in handling complaints and denunciations of some grassroots trade unions and grassroots trade unions is sometimes still passive, there is also confusion between the content of complaints and denunciations under the jurisdiction of the trade union and the participating trade union.
The implementation of the targets set out in Resolution 06b still faces many difficulties and obstacles during the implementation process.
One of the main reasons is: In some places, union officials working in inspection and supervision have not met professional requirements; most of the personnel are part-time and often change; a few units have worked to improve and arrange positions in the inspection committee, so the quantity and quality of inspection and supervision activities have been affected.
Some targets of the Resolution are no longer suitable for practice after 10 years of implementation.
Proposal to supplement and adjust a number of tasks and solutions
To make inspection and supervision more effective in the new situation, the trade union inspection committees of some units proposed issuing new Resolutions to replace Resolution 06b to suit the practical situation of trade union inspection and supervision work at present.
Some targets set out in Resolution 06b after many years of implementation are no longer suitable, and it is recommended that there be adjustments when issuing a new resolution. Propose to supplement and adjust a number of tasks and solutions when issuing a new resolution.
Meanwhile, the Inspection Committee of the Vietnam General Confederation of Labor recommended to the Presidium and Executive Committee of the Vietnam General Confederation of Labor a number of contents. In particular, currently, the agencies of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State are implementing the policy of arrangement and streamlining in the spirit of the direction of the Central Executive Committee in Conclusion No. 127-KL/TW dated February 28, 2025 on implementing research and proposing to continue to arrange and organize the apparatus of the political system.
In that situation, the Inspection Committee of the Vietnam General Confederation of Labor proposed that the Vietnam General Confederation of Labor continue to summarize 10 years of implementing Resolution 06b and 5 years of implementing Conclusion No. 01/KL-BCH.
However, the issuance of a new Resolution at the present time is not suitable; after the model of the trade union organization is clear, the Resolution will be considered for issuance accordingly later.
