The decision also supports 30 million VND/household if they renovate or repair their houses. This policy helps meritorious people feel more secure when building or repairing their houses.
Mr. Nguyen Bach Dang (84 years old, Nam Dinh) - a person with meritorious services to the revolution - said that the State's policy of supporting the construction and repair of houses for people with meritorious services is very practical, but there are still some limitations.
"Last year, I requested support to repair my house but it was not approved because I did not meet the conditions, so I had to pay for the repairs myself first," Mr. Dang confided.
Mr. Dang said that the local government informed him that he had to have a flat roof to receive financial support for house repairs. Mr. Dang only wanted to patch up the damaged areas and install a corrugated iron roof, so he did not meet the standards.
According to Mr. Dang, with the house repair support of 30 million VND, it is not possible to build a solid flat roof for the nearly 70m2 house he is living in, so he recommends that there should not be specific regulations on how to build or repair a house to be eligible.
In addition, Mr. Dang said that each commune only has a limited number of support packages each year. According to the veteran, the State should support all meritorious people who are receiving benefits and should not discriminate based on their circumstances.
"Local authorities need to pay closer attention to meritorious people. According to him, every year commune officials should visit each house to survey the situation to have an objective view to understand the difficulties and hardships of meritorious people living in old and even dangerous houses," said Mr. Dang.
Last year, Mr. Dang spent his own money to repaint his house, patch up the damage, and install a corrugated iron roof. In 2025, if he receives financial support for home repairs, Mr. Dang said he will install a plastic ceiling for both decoration and heat protection, saving money, and has no intention of installing a flat roof.
Discussing the support money of 30 million VND for house repair and 60 million VND for new house construction, Mr. Dang expressed his gratitude.
"The state budget is limited so we don't dare ask for more, we can get as much support as we want, we just hope the procedures are simpler and more streamlined to avoid having to travel so much" - Mr. Dang expressed his opinion.
Mr. Pham Van Lai (80 years old, Nam Dinh) said that the policy of supporting house construction and repair shows the special attention of the State for people with revolutionary contributions.
“At our age, we can probably only renovate our house. With 30 million VND in support money plus savings, we can rest assured that we can renovate our house without bothering our children too much,” Mr. Lai confided.
Mr. Lai said that his plan next year is to renovate the house he has lived in for nearly 60 years, replacing all the wooden columns and beams with square steel ones to ensure safety. The estimated cost is about 60 million VND. If he is supported with 30 million VND, Mr. Lai said that he only needs to borrow a maximum of 10 million VND from relatives.
In addition, Mr. Lai also hopes that the procedures for receiving support are simple and quick in all stages, especially the disbursement stage. Because he has witnessed his peers taking more than 2 months from applying to receiving money.
According to the Decision, the subjects of application include: Households as prescribed in Clause 1, Article 99 of Decree No. 131/2021/ND-CP currently living and having permanent residence in temporary houses or houses that are severely damaged (including households that have been supported under other policies before, except for households that have been supported under Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister on supporting people with revolutionary contributions in housing); relevant agencies, organizations and individuals.
Clause 1, Article 99 of Decree No. 131/2021/ND-CP stipulates that the subjects eligible for housing improvement support are the subjects specified in Points a, b, d, dd, e, g, h, i, k, l, m in Clause 1, Article 3 of Ordinance No. 02/2020/UBTVQH14 dated December 9, 2020 of the National Assembly Standing Committee on Incentives for people with revolutionary contributions and relatives of martyrs.
This Decision takes effect from January 9, 2025 to December 31, 2025.
