The model working regulations of the People's Committees of communes, wards and special zones are issued with Decree No. 315/2025/ND-CP (effective from December 8, 2025).
Clause 3, Article 5 of the Regulations stipulates that within the assigned scope, the Vice Chairman of the People's Committee at the commune level has the following duties and powers:
a) Direct specialized agencies to prepare documents, drafts of resolutions of the People's Councils at the commune level in assigned areas, submit them to the People's Committees at the commune level for consideration, discussion and decision before submitting them to the People's Councils at the commune level; direct specialized agencies to prepare documents, drafts of decisions of the People's Committees at the commune level in assigned areas, submit them to the People's Committees at the commune level for consideration, discussion and decision; direct the development of other administrative documents to implement policies, measures, plans, plans, programs, projects; summary report, summary of development of sectors and fields at the local level (hereinafter referred to as documents, projects, projects) to submit to the People's Committees at the commune level and the Chairman of the People's Committees at the commune level;
b) Direct, guide, inspect and urge agencies, organizations and units in organizing the implementation of policies, laws, resolutions of the Executive Committee, Standing Committee of the Party Committee at the commune level, resolutions of the People's Council at the commune level, decisions and other administrative documents of the People's Committee and the Chairman of the People's Committee at the commune level, policies and laws in their areas of responsibility; detect and propose issues that need to be amended and supplemented. In case of detecting an agency, organization or unit issuing a document or performing a task contrary to the provisions of law, on behalf of the Chairman of the People's Committee at the commune level, decide to temporarily suspend the implementation of the document or task contrary to the provisions of law, and promptly propose to the Chairman of the People's Committee at the commune level measures to handle it according to the provisions of law;
c) In the name of the Chairman of the People's Committee at the commune level, direct and handle daily arising issues within the scope, field, and area under his/her responsibility; study, discover, and propose policy issues that need to be supplemented and amended within the assigned scope, field, and area, and report to the Chairman of the People's Committee at the commune level for consideration and decision;
d) Assist the Chairman of the People's Committee at the commune level to monitor the situation of administrative procedure reform, organizational activities, digital transformation, and personnel of agencies, organizations, and units, direct the resolution of internal problems in agencies, organizations, and units in the assigned fields; direct the exchange and agreement with the agency, organization, or unit on related contents or affecting the assigned fields, sectors, agencies, organizations, and units before submitting them to the People's Committee and the Chairman of the People's Committee at the commune level for consideration and decision.
