Ensuring jobs and income for workers
The Vietnam General Confederation of Labor has just issued a plan to launch an emulation movement among union members, workers and trade unions at all levels to celebrate the 14th National Congress of the Party, the National Congress of the Vietnam Fatherland Front for the 2026-2031 term, the 14th Congress of the Vietnam General Confederation of Labor, and important events of the country in 2026.
The emulation content includes: Extensively propagating Ho Chi Minh's ideology on the patriotic emulation movement, arousing and spreading the will to self-reliance and self-reliance of the nation; the glorious tradition of the working class and the Vietnam Trade Union. Emulate to contribute ideas to build documents, thoroughly grasp and concretize the Party's guidelines and policies, the State's laws, the Resolution of the 14th National Congress of the Party; the National Congress of the Vietnam Fatherland Front for the 2026-2031 term and the 14th Congress of the Vietnam Trade Union. Emulate to strongly promote the role, responsibility, intelligence, and bravery of the working class, pioneering spirit, solidarity, contributing to realizing the aspiration to develop a prosperous and happy country.
Along with that, actively participating and effectively implementing emulation movements launched by the Prime Minister, focusing on the movements "The whole country competes in innovation, digital transformation", "Student education in digital fields", "Promoting the development of synchronous, modern infrastructure, practicing thrift, fighting waste", "For the poor, leaving no one behind" associated with the specific tasks of each sector, locality, agency, unit and enterprise, creating new momentum for socio-economic development.
Continue to innovate, improve the quality and influence of emulation movements launched by the Vietnam General Confederation of Labor such as: "Good workers, Creative workers"; "Good at public affairs, good at housework"; "Green, Clean, Beautiful, Ensuring occupational safety and hygiene"; "Innovation, creativity, efficiency in the activities of the Trade Union organization" to create a widespread, practical and effective emulation environment. Focus on launching and implementing the "Digital Initiative" Program for union members and workers in 2026 drastically and effectively.
Mobilize union members and workers to strive to compete in studying, improve their professional qualifications, skills and expertise; promote initiatives, creativity, and technical improvements; innovate working processes, rationalize production; promote the application of science, technology, digital transformation; build and develop a team of "Digital Workers". Promote the spirit of solidarity, discipline, responsibility, striving, determination to increase labor productivity and work efficiency; accompany businesses to overcome difficulties, ensure jobs and income for workers. Compete to register and complete works, products, tasks and targets and tasks in each job position. Compete to mobilize union members and workers to exercise their rights and responsibilities as citizens in the election of National Assembly and People's Councils at all levels.
Union officials closely follow the grassroots, listen to union members
According to the plan, trade union cadres compete to innovate thinking, methods and working style; closely follow the grassroots, listen to union members, promptly resolve problems arising from practice; be proactive, creative, propose good models and new ways of doing things; promote the application of information technology, build a digital ecosystem to serve union members, transform digital in trade union activities; imbued with the spirit: "Workers are the subject; Effectiveness is the center; Changes at the grassroots level are the measure; The spread and replication of the model is the evaluation criterion" for each trade union cadres to truly be the reliable support of union members and workers.
Compete to promote and improve the quality of representation and protection of the legitimate and legal rights and interests of union members and workers; proactively implement practical solutions to care for life, improve welfare, and ensure sustainable employment. Accelerate, be determined, and resolutely implement solutions to develop union members and establish grassroots unions, especially in non-state enterprises. Focus on mobilizing resources to support and care for union members and workers on the occasion of the Lunar New Year 2026 according to the motto "All union members and workers have Tet" with the spirit of "Showing affection, being joyful, excited, safe, and economical".
The plan proposes many solutions to implement, including enhancing the responsibility of union heads at all levels in leading and directing the implementation of emulation movements; promoting communication work throughout the system...
The theme of the emulation movement: "Union members and workers compete in Innovation - Promoting digital transformation - Improving productivity and efficiency; bringing the resolutions of the Party, the Fatherland Front and the Vietnam Trade Union into life".
The emulation movement is organized in 2 phases:
Round 1 (From January 1, 2026 to June 30, 2026): Emulation movements focus on celebrating the 14th National Congress of the Party, celebrating the 80th anniversary of the first general election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026); organizing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term; the National Congress of the Vietnam Fatherland Front and the 14th Congress of Vietnam Trade Union, term 2026-2031.
Round 2 (From July 1, 2026 to December 31, 2026): Organizing emulation to celebrate the 97th anniversary of the founding of the Vietnam Trade Union (July 28, 1929 - July 28, 2026); competing to propagate and disseminate the resolutions of the 14th National Party Congress, the National Congress of the Vietnam Fatherland Front and the 14th National Congress of the Vietnam Trade Union, term 2026-2031.
Emulation titles and forms of commendation of emulation movements include: Emulation Flag of the General Confederation; Certificate of Merit of the Executive Committee of the Vietnam General Confederation of Labor; Emulation Flag of the Provincial and Municipal Labor Federations, Central Trade Unions and equivalent; Certificates of Merit of the Executive Committees of the Labor Federations of provinces, cities, Central Trade Unions and equivalent; Certificates of Merit of the General Corporation's Trade Union, Heads of public service units and enterprises under the General Confederation; Certificates of Merit of grassroots trade unions.
The reward subjects include collectives (Based Trade Unions; Provincial and Municipal Labor Federations, Central and equivalent Trade Unions, Trade Unions of corporations under the General Confederation; departments, units, enterprises under the General Confederation) and individuals (Union members, workers).
