Attending the ceremony were Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong, Deputy General Director of EVN Group Pham Hong Phuong, Chairman of the Vietnam Electricity Trade Union Do Duc Hung, and representatives of the Power Project Management Board 1 and the consortium of contractors.
The Hoa Binh Hydropower Plant expansion project is a key project in the National Power Development Plan for the period 2021-2030, with a vision to 2050 (power plan 8).
The project was started in January 2021, initially expected to be completed in 2024, however, due to the factory foundation hay landslide in November 2021 and the discovery of a broken level 4 along the No. 1 water channel, the People's Committee of Hoa Binh province has approved the adjustment of the investment policy in Decision No. 36/QD-UBND, adjusting the target of completing the power generation of both generators in 2025. Up to now, the progress goals for 2024 and early 2025 have been basically completed according to the plan.
Speaking at the ceremony, Deputy General Director of Vietnam Electricity Group Pham Hong Phuong emphasized: "Based on the project investment policy approved by competent authorities and the decision to adjust the project progress of EVN Board of Directors, the dismantling of the dyke at the Water laytion Gate and power generation of the two generators in 2025 is a mandatory task, deciding the effectiveness of the project.

In order to create a vibrant competitive atmosphere, arousing a sense of responsibility, the will to overcome difficulties and the spirit of creativity and labor, Vietnam Electricity Group, Vietnam General Confederation of Labor, Vietnam Electricity Trade Union, Power Project Management Board 1 in coordination with the Contractors Joint Venture organized a launching ceremony for the emulation movement to link the construction of the Hoa Binh Hydropower Plant to expand, with the main goal of striving to complete the project items to connect the grid and generate electricity for both generators in 2025".
Accordingly, the demolition of the surrounding dike and the construction of phase 3 of the water intake gate must be completed before June 15, 2025; the power grid of generating generators 1 must be connected before September 30, 2025 and the power grid of generating generators 2 must be connected before December 20, 2025.

Speaking at the ceremony, Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong emphasized that, in accordance with the direction of the Prime Minister, on December 8, 2024, the Vietnam General Confederation of Labor and EVN Group issued a Plan to launch an emulation movement to accelerate the investment and construction progress of EVN's key projects in 2025, including the Hoa Binh Hydropower Plant Expansion Project.

The movement has a profound meaning with the theme "Three pioneers - Two responsibilities. Ms. Thai Thu Xuong emphasized: "The Hoa Binh Hydropower Plant expansion project is a special project, of strategic significance to the national power system. To achieve the current results, officers, engineers and workers at the construction site have had to face countless difficulties, from technical, human resource, financial challenges, to the impact of terrain and weather conditions, especially the heavy damage from storm No. 3 - Yagi."
On behalf of the Vietnam General Confederation of Labor, Ms. Thai Thu Xuong acknowledged, highly appreciated and warmly commended the proactive and creative working spirit of EVN Group, Vietnam Electricity Trade Union, Power Project Management Board 1 and the units participating in the project.
She also emphasized the need to ensure labor safety and care for workers' lives throughout the construction process.
"Construction units must strictly comply with regulations on labor safety, strengthen supervision at construction items with high risks, and minimize the risk of unsafety. The Vietnam General Confederation of Labor will always pay attention to directing, together with the Trade Unions at all levels, to have timely policies to visit, encourage, and reward collectives and individuals with outstanding achievements" - Ms. Thai Thu Xuong said.

On the same day, in Hoa Binh, Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong visited, presented gifts and encouraged workers working at the Hoa Binh Hydropower Plant. She and the working group inspected the construction site at the Water Reception and Hoa Binh Hydropower Plant expansion location, and presented many meaningful gifts to workers operating the plants. This visit not only shows the concern of the Vietnam General Confederation of Labor for workers, but is also a source of spiritual encouragement, encouraging the collective of workers and engineers to continue to strive to complete the project on schedule, ensuring safety and quality.
