Workers find it difficult to own social housing due to low income
Dong Nai City currently has 58 industrial parks and many industrial clusters, attracting thousands of businesses and about 1.4 million workers. Among them, migrant workers account for a large number, many people are living in boarding houses that are still lacking in conditions.
Mr. Le Van Binh - Chairman of the grassroots Trade Union of Saitex International Dong Nai Co., Ltd. (Amata Industrial Park, Long Binh Ward, Dong Nai City) - shared that currently many workers in Dong Nai City are migrant workers, who are renting rooms in boarding houses. Over the past time, the city has paid attention to building many social housing areas for workers and other subjects. However, owning a social housing unit still far exceeds the income capacity of workers (about 10-12 million VND/month) - an income level only enough to cover family life. Therefore, Mr. Binh hopes to have more policies to build social housing areas for workers to rent.
According to 2025 statistics from the Department of Construction, the total housing demand is about 600,000-650,000 people, equivalent to about 150,000-160,000 social housing units. Of which, about 70% is the demand of workers and laborers working in concentrated industrial zones and clusters; the rest is the group of freelance workers, civil servants and other low-income people.
Developing social housing for rent near Amata industrial park, Nhon Trach
Nhon Trach Ward, Dong Nai City currently has 5 industrial parks and 1 industrial cluster, the number of temporary residents in the area is about 70,000 people. Secretary of the Party Committee of Nhon Trach Ward Tu Nam Thanh said that the ward is currently focusing on planning to build social housing to help workers in the area have stable housing. In addition to 2 social housing projects being implemented, Nhon Trach has more than 50 projects with more than half being urban residential area projects.
At the above projects, investors allocate 20% of land to build social housing. Therefore, Nhon Trach ward is accelerating planning work, requiring investors to quickly implement projects and implement social housing to meet the needs of workers.
Recently, the Party Committee of Dong Nai City People's Committee reported, proposed and was agreed upon by the Standing Committee of the City Party Committee on the policy of planning and developing social housing near industrial parks with many workers.
In the immediate future, the city will develop social housing for rent near industrial parks such as: Amata, Nhon Trach... and some industrial parks with many workers, these are areas with high housing demand. The city assigned the Department of Construction to continue reviewing land areas near urban areas and industrial parks to expand land funds for housing development for rent, meeting the needs of workers, officials, civil servants, and state employees.
Identifying social housing development as a key political task, Dong Nai City has also adjusted and set a target of completing 67,000 units or more by 2030 to meet the needs of workers and other subjects. Currently, Dong Nai City has also planned a land fund of more than 1,000ha for social housing development.
In the coming time, Dong Nai City will continue to promote the development of social housing, worker accommodation areas; invest in cultural, medical, educational institutions, kindergartens, community living areas and essential public services in or near industrial parks so that workers have a more stable place to live, better living conditions, and feel secure and attached for a longer time.
