According to the program of the 8th Session of the 15th National Assembly, on the morning of October 24, a member of the Standing Committee of the National Assembly, Chairman of the Social Committee of the National Assembly will present a report explaining, accepting and revising the draft Law on Trade Unions (amended). After that, the delegates will discuss in the hall about some contents with different opinions of the draft Law on Trade Unions (amended).
Next, the submitting agency and the agency in charge of the review coordinated to explain and clarify a number of issues raised by National Assembly deputies.
Before the 8th Session of the 15th National Assembly took place, the Trade Union organized many conferences to contribute opinions to the draft law; many conferences to contact voters to contribute opinions on the draft law also took place, recording many opinions.
Many opinions from union officials and employees have suggested that it is necessary to arrange full-time union officials at enterprises with 1,000 employees or more; to add a mechanism in addition to allocating the number of full-time union officials, there should be a mechanism for hiring contract officials; and to stipulate additional conditions to become a part-time union official...
At the recent consultation conference of former leaders of the General Confederation of Labor on the draft Law on Trade Unions (amended), many opinions highly appreciated the draft with new contents mentioned and clarified such as: trade union issues, social criticism, supervisory rights, the role of trade unions is enhanced... Many opinions agreed with the provisions in Article 26 of the draft on ensuring the organization of the apparatus and trade union cadres.
Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor - said that the Trade Union Law (amended) is identified as a difficult law, ensuring that trade unions can perform well their role as socio-political organizations, and also perform well their role as organizations representing and protecting workers.
According to Mr. Nguyen Dinh Khang, the Vietnam General Confederation of Labor determined that this amendment to the Trade Union Law must ensure that the Vietnam Trade Union - a large organization of the working class and laborers - grows stronger, operates effectively, and attracts a large number of laborers to participate.
The amendment of the Trade Union Law needs to inherit the contents that have proven to be reasonable, stable and effective in the implementation process. The amendment must be consistent with the political system, consistent with the requirements of developing a socialist-oriented market economy and international integration under the comprehensive and absolute leadership of the Communist Party of Vietnam.
At the 7th Session (May-June 2024), in the group discussion session, there were 78 opinions expressed, the plenary session at the Hall had 32 opinions expressed, 6 opinions debated on the draft Law on Trade Unions (amended).
Also on October 24, according to the program, at the 8th Session of the 15th National Assembly, the Minister of Health, authorized by the Prime Minister, presented the Report on the draft Law amending and supplementing a number of articles of the Law on Health Insurance; the Chairman of the National Assembly's Social Committee presented the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Health Insurance.
