Policy regime for people mobilized to participate in people's air defense activities from August 22, 2025
The Government issued Decree 198/2025/ND-CP effective from August 22, 2025.
Decree 198/2025/ND-CP stipulates the salary, wages, meals, and special allowances for those mobilized for training, fostering, coaching, drills, and participating in people's air defense activities as follows: People receiving salaries from the state budget during the period of mobilization for training, fostering, training, drills, and participating in people's air defense activities according to the decision of the competent authority will be paid by the agency or organization where the person works, the salary, benefits, travel allowances, and train and bus fares. When working in a toxic environment or where there are regional allowances, they are entitled to the current regime.
Contracting employees during the period of participation in training, fostering, coaching, drills and participating in people's air defense activities will have their labor contracts temporarily suspended and enjoy salary and allowance regimes according to regulations...
Salary for people mobilized for civil defense training from August 23, 2025
listen to Article 43 of Decree 200/2025/ND-CP stipulating salary, wages, meals, and special allowances for people mobilized for training, coaching, drills, and performing civil defense duties, effective from August 23, 2025. Specifically:
(1) People who do not receive salaries from the State budget when mobilized according to the decision of the competent authority are entitled to:
- Receive a day's allowance;
- Food fee;
- Special allowances.
(2) A person receiving a salary from the State budget when mobilized to perform civil defense duties will be paid in full by the agency or organization where that person works:
- Salary;
- Welfare;
- travel allowance;
- Bus fares;
- Receive regional allowances or work in toxic environments, if any.
For contract workers, the participation period will be:
- Temporarily postponing the implementation of labor contracts;
- Receive salary and allowance regimes according to regulations.
The costs of the above items are included in the regular operating budget of the agency or unit.
(3) People working in enterprises and organizations outside the budget when mobilized to perform civil defense duties will be paid by the mobilizing agency:
- Labor day allowance;
- Food fee;
- Special allowances;
- Other regimes as prescribed in (1)
