Ms. Nguyen Thi Mai (the person proposed to change her name) 39 years old, in Ninh Binh, previously held the position of Deputy Head of the Commune Culture - Social Affairs Department, after the merger, was assigned to be the Chairwoman of the Commune Women's Association. According to Ms. Mai, the work after the merger is much more cumbersome than before.
"In my new position, I often go to the grassroots to grasp the situation. The work and documents that need to be processed are also more than doubled because the 3 communes are merged" - Ms. Mai said.
With a new job that does not have much in-depth experience, in fact, Ms. Mai said that at first she was quite confused. In the evenings and on holidays, she spends time learning from others as well as going online to learn more to work effectively.
Working in the new commune, Ms. Mai traveled more than 20km, and soon became accustomed to waking up early to work and staying at work at noon.
"Not renting a room, coming home late in the morning, I spend at least 500,000 VND per month on gas. Lunch at work requires going out to eat, although it is economical, each meal costs an additional 25,000 VND" - Ms. Mai said.
The current regulation is to maintain the current salary and position allowance regime and policies (if any) of cadres, civil servants and public employees when reorganizing administrative units who are still cadres, civil servants and public employees at agencies and organizations in the political system for a period of 6 months from the date of the work arrangement document.
According to Ms. Mai, the policy of keeping current salary the same as the old position is only suitable for people from the district to the commune level or doing equivalent work. For those who have to concurrently take on many jobs or change jobs, additional support in terms of salary, allowances, and human resources is needed.
Ms. Mai hopes to have more fuel allowances and lunch like non-state companies, with a minimum support level of VND500,000/month.
Regarding the nature of the new job, in addition to the need to recruit another person to support, Ms. Mai also hopes to consider increasing her salary by at least 10% compared to before.
Many cadres and civil servants in the public service unit sector with revenue also hope to be considered for work support and salary and allowances increase after the merger.
Mr. Nguyen The Hung - the character proposed to change his name, 32 years old, Nghe An, was previously an officer at the district's Culture - Information and Sports center. After the merger, he was transferred to the Commune Culture - Social Affairs Department.
At the district level, he was supported with modern equipment, reasonable operating budget and enthusiastic and professional colleagues to carry out the work. When it was returned to the commune level, there were many shortcomings at first, so the work results were not as expected.
The male official said that after the merger, there were only 3 people but they had to take on the tasks of 5 communes. However, the management authority is exercised by a commune.
With the salary and allowance reserve policy like before the merger, Mr. Hung said that the salary was only received at more than 7 million VND per month.
Therefore, the male cadre hopes that the cadres and civil servants who previously worked at public service units will receive more attention from the State.
After the merger, Mr. Hung hopes to receive additional allowances from 10% to 30% to ensure salary and long-term attachment to the job.
