On November 8, Vietnam Social Security said that as of November 4, nationwide, the number of social insurance participants reached 19.365 million, an increase of 11.39% over the same period in 2023. Of which, compulsory social insurance was 17.281 million, an increase of 8.3%; voluntary social insurance was 2.084 million, an increase of 45.8%. The number of unemployment insurance participants reached 15.560 million, an increase of 9.2% over the same period in 2023.
Regarding the settlement of social insurance and unemployment insurance regimes, nationwide, 78,746 people received monthly regimes; nearly 5.5 million people received sick leave regimes; more than 1.25 million people received maternity regimes; more than 773,000 people received unemployment benefits. Nationwide, nearly 1.1 million people received one-time social insurance, a decrease of 7,599 people compared to the same period in 2023.
General Director of Vietnam Social Security Nguyen The Manh assessed that in the first 10 months of 2024, the implementation of social insurance, health insurance and unemployment insurance policies of the industry continued to have many improvements in the context of favorable conditions, difficulties and challenges. The coverage of social insurance, especially voluntary social insurance, increased, along with the sharp decrease in the number of people receiving one-time social insurance, showing that the trust of people, workers and businesses in the policy has been enhanced.
This is due to the increasingly improved legal system, increasing the rights of participants, most recently the National Assembly passed the amended Law on Social Insurance, as well as the amended Law on Health Insurance which is about to be passed this November. In addition, there is the participation and coordination of ministries, branches, organizations, Party committees, local authorities and the Vietnam Social Security sector in implementing social insurance and health insurance policies. In recent times, Vietnam Social Security has always been proactive and actively coordinated in proposing, developing and amending important bills and documents related to the regime, policies and management of social insurance and health insurance funds, and achieved high consensus and unanimity from relevant ministries, branches and units to submit to the National Assembly for approval at the 8th Session of the 15th National Assembly, such as the Law on Health Insurance (amended); Law on Employment (amended); Law on Pharmacy (amended)... At the same time, actively participated in developing and completing draft Decrees and Circulars, especially the contents related to the Law on Social Insurance (Law No. 41/2024/QH15) to specify and implement with the goal of ensuring the rights of employees and promoting the sustainable development of the social security system, meeting the increasingly high requirements in the current socio-economic context.
The whole sector continues to strengthen information and propaganda work, raise awareness, create consensus on reforming social insurance policies; resolve difficulties in health insurance treatment, improve the quality of medical examination and treatment, protect and care for people's health; digital transformation activities according to Project 06 of the Prime Minister...
The communication work of the industry is given special attention, aiming to provide complete, timely and accurate information on the contents that the public is interested in (specifically: the implementation of the Law on Social Insurance (Law No. 41/2024/QH15), the draft Law on Health Insurance (amended); the significance of controlling and optimizing the use of the Health Insurance Fund to protect the rights of patients; the benefits of participating in social insurance; the Social Insurance agency paying monthly pensions and social insurance benefits through personal accounts for beneficiaries... thereby helping people, voters and National Assembly deputies have a comprehensive and accurate view of the implementation of social insurance and health insurance policies, thereby making important decisions to meet the practical needs of society.
At the same time, it helps people and businesses raise awareness; see the attention of the Party and State to the social insurance and health insurance policies and the efforts of the industry in ensuring social security for people, thereby increasingly feeling secure and trusting in the social insurance and health insurance policies and the organization and implementation of policies of the Vietnam Social Insurance industry.
