According to the Thanh Hoa Provincial Federation of Labor, implementing the Resolution of the 20th Congress of the Thanh Hoa Provincial Federation of Labor, the unit identified consulting, supporting negotiation, signing, implementation and evaluation of collective labor agreements as one of the important tasks to effectively implement the breakthrough "Focusing on dialogue, collective bargaining, bringing benefits to union members and workers".
Currently, the whole province has 306 units with collective labor agreements (reaching a rate of 37%), with more than 217,000 workers benefiting; the number of units that have not signed a collective labor agreement (CLA) is 520 units, accounting for a rate of 63%.
In recent years, the negotiation and signing of the Collective Labor Agreement have had many innovations, the quality of the Collective Labor Agreement has been gradually improved, with many contents beneficial to employees such as: Jobs, working hours, rest hours, working conditions, shift meals, housing, gasoline, visits, sickness, sightseeing and other social welfare regimes.
Many trade unions at the grassroots level directly above the grassroots level have done a relatively good job of negotiating and signing collective labor agreements, bringing about more favorable terms than those prescribed by law. The rate of grassroots trade unions signing collective labor agreements is high, such as: the Labor Federations of Quan Hoa, Thuong Xuan, Trieu Son, Tho Xuan, Cam Thuy, Trieu Son, Yen Dinh districts, Sam Son city; trade unions of the following sectors: Industry and Trade, Transport, Agriculture and Rural Development, Construction, etc.
According to the Thanh Hoa Provincial Federation of Labor, in addition to the advantages, there have been some limitations and difficulties in the past time, such as: The number of grassroots trade unions in the non-state sector with a low rate of negotiation and signing of collective labor agreements; many collective labor agreements signed have not followed the correct procedures and regulations of labor law, are formalistic and have not gone into substance.
There are also many enterprises that sign collective labor agreements to legalize and deal with the situation; in the negotiation and signing process, many grassroots unions have not organized to collect opinions from the collective of employees but directly asked for opinions from the employer, choosing the time and place to sign the collective labor agreement.
Speaking with Lao Dong reporter, Mr. Vo Manh Son - Chairman of Thanh Hoa Provincial Labor Federation - said that in the coming time, the unit will continue to focus on leading and directing all levels of trade unions in the province to continue raising awareness of union members, workers, and trade union officials about the role and importance of dialogue and collective bargaining.
