Ms. Nguyen Thi Lan Huong - former Director of the Institute of Social Labor Science said that applying the new unemployment insurance (UI) policy will help increase unemployment benefits to the maximum. The maximum subsidy will increase to at least 1.47 times (expected 1.58 times), applied according to the new formula and no longer distinguishing between the public and private sectors. Enterprises facing difficulties due to natural disasters and epidemics will be supported with labor retraining, helping to retain and improve workers' skills.
Regarding salary reform, recommendations are proposed to increase the basic salary from the beginning of 2026, with the expected allocation of a large budget for social security, salary policies, and allowances.
