Before entering the working session, delegates attended the flower offering ceremony to commemorate President Ho Chi Minh at Ho Chi Minh Square.
Immediately after the flower offering ceremony, the congress entered the first working session. Here, delegates discussed and voted to approve many issues related to the organization of the Congress, including the election of the Presidium, Secretary and the Delegation Committee.

In the second working session, the congress presented important contents, including: Personnel Project of the Executive Committee of Nghe An Provincial Federation of Labor, term XX, 2025-2030, and Personnel Project of delegates attending the 14th Congress of Vietnam Trade Union, term 2026-2031.
The Congress also listened to the review report of the Executive Committee of the Provincial Federation of Labor, term XIX, and the summary report on comments on the draft amendment to the Charter of the Vietnam Trade Union.

The Congress took place in the context that Nghe An Provincial Trade Union has achieved many important achievements, completing 10/14 annual targets and 10/15 term targets.
Programs to care for union members' lives such as "Tet Sum Vay", "Worker's Month" and support workers facing difficulties due to natural disasters and epidemics have continued to be effectively implemented, improving the material and spiritual life of workers.
In addition, the congress also pointed out a number of limitations that need to be overcome, especially the quality of collective bargaining between employees and employers is still low, not meeting expectations. The establishment of grassroots trade unions in non-state enterprises is still slow, creating a big challenge in expanding the scope of trade union activities.
This Congress especially focuses on innovating a strong trade union organization, protecting the rights of workers and developing a team of professional trade union officials. Training and fostering union cadres with good professional qualifications and moral qualities is an important factor for unions to better fulfill their roles.
