This is one of the emulation contents for 2025 in the trade union organization launched by Mr. Nguyen Dinh Khang, member of the Party Central Committee, Vice Chairman of the Central Emulation and Reward Council, Chairman of the Vietnam General Confederation of Labor on the morning of December 13.

According to Mr. Nguyen Dinh Khang, 2025 is a year of special importance, the final year to make a breakthrough to complete the targets and tasks of the Resolution of the 13th National Party Congress and the socio-economic development plan for the period 2021-2025.
2025 is also the year of Party congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress, along with many important events of the country such as: The 95th anniversary of the founding of the Communist Party of Vietnam, the 50th anniversary of the Liberation of the South and National Reunification; the 80th anniversary of the August Revolution and National Day September 2; the 135th anniversary of President Ho Chi Minh's birthday.
In order to arouse the spirit of patriotic emulation, create a vibrant competitive atmosphere, encourage and motivate union members, workers, civil servants and laborers nationwide to strive, contribute, and practically celebrate the important events of the country, the Presidium of the Vietnam General Confederation of Labor launched a patriotic emulation movement to welcome the Party Congresses at all levels towards the 14th National Congress of the Party, patriotic emulation congresses at all levels, the 11th National Patriotic Emulation Congress and important holidays and events of the Party and the country in 2025 with the emulation theme:
Determined to innovate, actively create, improve labor productivity, work efficiency, save, fight waste, welcome party congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress.
The specific competition contents are as follows:
a) For union levels:
Emulate and widely propagate Ho Chi Minh's thoughts on patriotic emulation and the working class, the Trade Union organization; the Party's guidelines, the State's policies, and the Trade Union organization, especially the Trade Union Law (amended), the Law on Emulation and Commendation; Party congresses at all levels towards the 14th National Congress of the Party; results of patriotic emulation movements in the 2021-2025 period, the organization of patriotic emulation congresses at all levels and the 11th National Patriotic Emulation Congress among workers and civil servants.
Emulation arouses, spreads, and strongly promotes the spirit of solidarity, confidence, self-reliance, national pride, and the desire to develop the country, raising awareness and responsibility of union members, cadres, civil servants, public employees, and workers to strive, improve labor productivity, work efficiency, and contribute to the excellent completion of assigned tasks in their positions.
Compete to effectively organize and implement programs, plans and projects to concretize Resolution 02-NQ/TW of the Politburo on Innovation of organization and operation of Vietnam Trade Union in the new situation; Resolution of the 13th Congress of Vietnam Trade Union and the theme of trade union activities in 2025 "Focus on developing union members, participating in building a clean and strong Party" associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, emulation movements launched by the Prime Minister and the Vietnam General Confederation of Labor.
Compete to improve the quality and effectiveness of activities to represent and protect legitimate and legal rights and interests, care for the lives and ensure employment for union members and workers; implement solutions to develop union members, establish grassroots unions, especially in non-state enterprises. Mobilize union members and workers to promote initiatives and creativity, compete to build, speed up the progress and complete projects and products to welcome the Party Congresses at all levels and the 14th National Congress of the Party.
In particular, thoroughly grasp and effectively implement the Party's policies on streamlining the organizational apparatus, improving the effectiveness, efficiency and effectiveness of the operations of trade unions at all levels; promptly grasp the thoughts and aspirations to propagate and mobilize union members, cadres, civil servants and public employees to agree and comply with decisions on streamlining the apparatus.
b) For union officials:
Compete to study, improve awareness, political level, professional knowledge and legal understanding, and skills in mass mobilization work with the spirit of "Thinking, seeing, listening, walking, speaking, and doing"; actively innovate working methods and styles; be close to union members and the grassroots; be proactive, creative, propose good models, new, creative and effective ways of doing things in union activities; strive and be responsible for excellently completing professional tasks.
Compete to promote the application of information technology and administrative reform in trade union activities, actively participate in the emulation movement "Innovation, creativity and efficiency in trade union activities".
c) For union members and employees in enterprises:
Compete to study, improve professional qualifications and skills; promote initiatives, creativity, technical innovation, promote research, application of science and technology, increase labor productivity and work efficiency; propose solutions to contribute to ensuring health, safety, employment and income for workers. Solidarity, responsibility, compliance with legal regulations, regulations of the unit and enterprise, contributing to stabilizing and promoting sustainable development of enterprises. Actively participate in emulation movements to contribute to improving labor productivity.
Dare to think, dare to do, dare to take responsibility
d) For union members, cadres, civil servants and public employees:
Compete to innovate working processes, improve the quality and efficiency of research and advisory work, especially tasks in formulating policies and laws; preventing and combating corruption and waste; reforming administrative procedures in the spirit of daring to think, daring to do, daring to take responsibility, accompanying the business community to overcome difficulties to improve competitiveness, contributing to the completion of socio-economic targets of the locality, industry and the country. Actively innovate organizational methods, improve service quality, services and business efficiency; advise on the effective use of resources to contribute to the effective implementation of the autonomy mechanism of public service units.
The emulation movement is organized in 2 phases. Phase 1 (From January 1, 2025 to June 30, 2025) and Phase 2 (From July 1, 2025 to December 31, 2025).
On behalf of the Presidium and the Emulation and Reward Council of the Vietnam General Confederation of Labor, Mr. Nguyen Dinh Khang officially launched the emulation movement to welcome the Party Congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress and important holidays and events of the Party and the country in 2025.
To effectively implement the emulation movement in 2025, the President of the Vietnam General Confederation of Labor requested the Standing Committee, the Emulation and Reward Council of the provincial and municipal Labor Confederations, the Central and equivalent trade unions, and the Trade Unions of corporations to base on the Emulation Launch Plan of the General Confederation, of localities, sectors and practical conditions: Immediately develop a plan, organize responses, launch emulation movements for each target group; specify the content and have a form of organizing emulation movements suitable to reality; specific criteria, practical content; closely follow the political tasks, key tasks in localities, sectors, and units to organize emulation to strive to complete the targets and tasks of the resolutions of the Party Congresses at all levels, the 13th National Congress of the Party and the socio-economic development plan for the period 2021-2025.
