On August 5, Ho Chi Minh City Social Insurance said that in order to continue implementing the work of checking, reviewing, and updating citizen identification cards in monthly pension and social insurance allowance payment data; at the same time, combined with promoting the payment of pensions and social insurance allowances monthly through non-cash payment methods, from the August 2025 payment period, the City Social Insurance will coordinate with banks and post offices to arrange cadres, civil servants, and employees at payment points of post offices, People's Committees of communes and wards, and collect information on beneficiary management (still lacking in the database).
At the same time, support beneficiaries to open personal accounts to receive monthly pensions and social insurance benefits through non-cash payment methods.
For elderly beneficiaries with poor health, it is possible to carry out procedures to authorize their children and grandchildren to receive them through personal accounts according to the provisions of the Social Insurance Law 2024. In case of authorization to receive pensions, social insurance benefits and other regimes, the authorization document is valid for a maximum of 12 months from the date of authorization.
In case the authorization document is taking effect before June 30, 2026, it will be implemented until the effective date of the authorization document.
In case the authorization document is taking effect after June 30, 2026, it will only be implemented until June 30, 2026.
Ho Chi Minh City Social Insurance also notes that before or at the month of expiration of the authorization document, pensioners and social insurance beneficiaries or authorized individuals need to supplement a new authorization document to continue authorizing pension and social insurance beneficiaries.
