Prioritize the development of biotechnology, build smart high-tech parks
According to the Director of Hanoi Department of Planning and Architecture Nguyen Trong Ky Anh, the goal of planning to concretize the orientation of the capital planning projects in the 2021–2030 period, with a vision to 2050. At the same time, closely follow the capital planning to 2045, vision to 2065 and the master plan for the development of high -tech parks to 2030.
Hanoi High-Tech Biot relocation is oriented to develop according to the multi-functional high-tech park model, in which priority is given to the field of biotechnology, in line with the global development trend and the national strategy for high technology.
The main functional subdivisions account for about 3545% of the total area, located in the North, West and Southeast, including research, development, application, high-tech product production, education, training and technology incubation areas.

Auxiliary services such as commerce, offices, hotels, hospitals ... are planned to be concentrated in the south and eastern research areas, accounting for 19-24% of the total area. Park green and lake green area, accounting for 15-23% of the area, plays the role of open space, creating ecological landscapes and regulating microconies for the entire project.
Promoting sustainable development, synchronous infrastructure connection
Presenting the verification report, the Head of the Urban People's Committee of Hanoi People's Council Dam Van Huan said that the Urban Committee of Urban United highly reunited on the need to establish planning tasks and request the City People's Committee to add many contents to increase the feasibility of the project.

The Urban Committee emphasized that the planning needs to move towards a smart and sustainable high-tech park: deploying IoT technology solutions to monitor the environment, 5G coverage, building data centers for research, application of renewable energy and water recycling. The goal is to develop a high-tech park in parallel with environmental protection and improving the quality of life for workers.
It is necessary to study synchronous connection with National Highway 32, Ring Road 3, neighboring industrial parks and the center of Hanoi, as well as integrating urban development according to the TOD orientation (urban development associated with public transport).
The review report also proposes to add investment attraction strategies and specific policy mechanisms to call for domestic and foreign high-tech enterprises.
According to Mr. Dam Van Huan, the Hanoi People's Committee has received and basically explained these recommendations, ensuring the completion of the tasks and Project on zoning for the construction of Hanoi High-Tech Biosphere Reserve, scale 1/2000, contributing to promoting socio-economic development in the area.
