A series of support policies from Resolution 57
According to the Ministry of Information and Communications, in 2024, the revenue of the entire information and communications industry is estimated to reach VND 4,243,984 billion (about 166.7 billion USD), an increase of 13.2% compared to 2023. Of which, the digital technology industry (ICT) sector contributes VND 3,878,296 billion (about 151.86 billion USD), accounting for more than 91% of the total revenue of the industry and 11% of GDP.
The total number of digital technology enterprises operating in Vietnam reached 54,500, an increase of 16% over the previous year. Notably, the export turnover of hardware and electronics is estimated to reach 132.3 billion USD, up 11.6% compared to 2023, accounting for 32% of the total value of exported goods of the country.
In particular, on December 22, 2024, the Politburo issued Resolution 57-NQ/TW on the development of science - technology, innovation and digital transformation, aiming to make Vietnam a leading innovation country in the region by 2035 with many support and incentive policies.
With the promotion of investment in new technologies, green technology, and policies to support businesses according to Resolution 57, Vietnam's ICT industry is expected to continue to grow strongly, aiming to reach VND 4,320,000 billion in revenue by 2025, contributing more than 12% of GDP and raising the Vietnamese value ratio in the industry from 32% to 50% by 2030.
In that context, the Vietnam Information Technology Software and Services Association (VINASA) aims to implement the Top 10 Digital Technology Enterprises Program to develop and perfect the Map of Vietnamese digital technology enterprises over the years, as a platform for certification and authentication, helping businesses better take advantage of these opportunities.
Locating businesses on the digital technology "map"
The main activities of VINASA Tech Map include: Organizing businesses in the technology ecosystem, improving competitiveness; Connecting with investment networks, innovation support funds; participating in trade promotion activities, expanding international markets.
In addition, VINASA will promote promotion, connection, and trade promotion activities for businesses participating in the program.
The organizing committee hopes that this evaluation system will help businesses determine their position in each specialized field as well as on the digital technology map of Vietnam, thereby developing and implementing strategic plans to strengthen potential, increase competitiveness, and move towards sustainable development.
On the management agency side, there will also be more scientific data to develop support policies. For international investors and partners, this is also the basis for reaching potential businesses in Vietnam more quickly and accurately.
In the future, this map will be more complete, fully and comprehensively reflecting businesses in many different segments, not just limited to the Top 10.

At the press conference to announce the Top 10 Program and the Vietnam Digital Technology Business Map 2025 on February 27, a representative of VINASA - said that Vietnam is entering a period of strong development of digital technology, in which innovation is the key to making a difference.
The launch of the Vietnam Digital Technology Business Map not only helps businesses position their capacity but also creates a foundation to expand cooperation, attract investment and access new markets.
"We expect that with a comprehensive assessment method and support from innovation policies, Vietnamese digital technology enterprises will have more opportunities to make a breakthrough, affirming their position in the domestic and international markets" - VINASA representative expected.
