On October 21, Colonel Pham Van Thang, Deputy Commander of the Provincial Military Command, Commander of the An Giang Provincial Border Guard Command, said: performing the task of combating illegal, unreported and unregulated (IUU) fishing, the Commander of the unit has directed Border Guard stations and Control Stations to strengthen strict inspection of departure procedures for fishing vessels, especially fishing vessels at high risk of violating IUU fishing. Resolutely do not resolve the departure of fishing vessels that are not qualified to operate.
Direct the Department of Professional Affairs to coordinate with functional forces to speed up the investigation, verification and final handling of fishing vessels violating illegal fishing in foreign waters in 2024 and 2025.
In October 2025 (from September 12 to October 12, 2025), units will propagate, mobilize and guide ship owners, captains, and fishermen to commit to comply with the provisions of the law when operating at sea and strictly implement the regulations on combating IUU fishing of 129/827 vessels/327 officers and soldiers participating. Districtided nearly 2,000 leaflets propagating against IUU fishing, 343 national flags, and 109 photos of Uncle Ho.

Border Control Stations/Stations fully check procedures, documents, and equipment when carrying out procedures for importing and leaving ports for fishing vessels.
During the month of independence, 86 patrols, inspections and controls at sea were conducted by/338 officers and soldiers participating/inspecting 305 vehicles/1,556 fishermen. Through inspection, 3 cases/3 vehicles/3 subjects/ Fine of more than 15 million VND were discovered (4 cases/4 ships/ decrease of 25 million VND compared to September 2025).
Complete the dossier, handle 1 case with a fine of 900 million VND, violating illegal fishing in foreign waters in 2024. As of October 10, 2025, the An Giang Provincial Border Guard Command has completely handled 16/22 cases of fishing vessels violating illegal fishing in foreign waters in 2024.
Colonel Pham Van Thang said: to better carry out the task of combating IUU fishing, the Border Guard continues to promote propaganda and mobilization work to encourage fishing boat owners and captains not to send fishing boats to exploit aquatic products in foreign waters. Direct agencies and units to fully prepare documents related to the handling of fishing vessels violating regulations in foreign waters, documents on fishing vessel control at Border Control Stations/Stations to prepare for working with the 5th EC Inspection Team.

Closely coordinate with functional forces and local authorities to grasp information about ship owners and captains; notify daily departure and entry information to the Fishing Port Management Board and functional forces at sea for coordination in inspection and examination on the field.
Strictly inspect and control 100% of fishing vessels entering and leaving ports through Border Control Stations/Stations to ensure sufficient conditions, procedures, documents, and equipment according to the provisions of law; ensure that VMS equipment has a connection signal and is synchronous with the Fishing Vessel Monitoring System.
Applying the Fishing Vessel Management System of the Border Guard in the management and control of fishing vessels, 100% of Control Stations when carrying out procedures for departure and entry must do so on the system.
Preside over and coordinate with agencies to direct units to strengthen professional measures, grasp the situation, especially in key areas. Focus on investigating, verifying, collecting, and consolidating documents on cases with signs of suspected IUU violations; Establish a project to combat and destroy networks and subjects with brokerage activities, hook-ups, and organization for fishing vessels and fishermen to illegally exploit seafood in foreign waters to strictly handle according to the provisions of law.
