According to the Resolution, individuals who do not have residential land or lack residential land compared to the residential land allocation limit will be allocated residential land according to the limit prescribed by the Provincial People's Committee, or can change the land use purpose from other types of land (except for protective forest land and special-use forest land) to residential land within the prescribed limit and are exempted from land use fees for areas with especially difficult socio-economic conditions according to regulations; 50% reduction in land use fees in the remaining areas of the province.
In case an individual does not have or no longer has agricultural land or the agricultural land area in use is less than 50% of the limit, he/she will be allocated additional agricultural land within the limit and no land use fee will be collected.
If the locality no longer has agricultural land to allocate, priority will be given to allocating agricultural land areas managed by the locality, land originating from forestry farms, and forestry companies. The arrangement of production land must be consistent with land use planning and plans, ensuring that the land is not disputed, is capable of cultivation, and is favorable for production.
In cases where there is no more production land or the agricultural production land area in use is less than 50% of the land allocation limit and agricultural land fund cannot be arranged, land rent will be exempted if there is a need to rent non-agricultural land (not residential land) for production and business.
The People's Council of Binh Dinh province requested the districts of Van Canh, An Lao, Vinh Thanh, Hoai An, Tay Son, and Phu Cat to be responsible for reviewing and developing projects to allocate residential and production land to implement land policies for ethnic minorities.
Arrange and create a land fund for community activities for each village, hamlet, and neighborhood with a minimum area of 300m2 and a minimum sports area of 1,500m2 in accordance with customs, practices, beliefs, cultural identity, and actual conditions of each area.
Mr. Ho Quoc Dung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Binh Dinh province - said that the province will review and carefully consider the land funds managed by the province and the land of agricultural and forestry farms to arrange enough residential land and production land for ethnic minorities, so that households have the conditions to escape poverty.
It is known that Binh Dinh province has 39 ethnic minorities, the majority of which are Cham, Bana, and Hre. In recent years, social policies in ethnic minority and mountainous areas in Binh Dinh province have brought about many positive results. The poverty rate in ethnic minority areas has decreased by an average of 4.76% per year, and in An Lao poor district alone, it has decreased by an average of 6.82% per year.
