Focus resources, create a new face
According to the Department of Agriculture and Environment of Ca Mau province, the total capital allocated to implement the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 is more than 573 billion VND. By the end of 2025, the province disbursed more than 353 billion VND, reaching 65.3% of the plan. Resources are focused on particularly difficult areas, coastal and sandy areas.
Ms. Nguyen Chuc Nhien, Ta Oc hamlet, Hong Dan commune, said that in the past, dirt roads were muddy and slippery, making it difficult to travel. Now, the 3.5m wide concrete road leads to the door of the house, cars can conveniently enter and exit, and business and emergency operations are also easier.
Not only investing in infrastructure, people also actively contribute to building their homeland. Mr. Phan Minh To, Vinh Loc commune, donated nearly 1,500m2 of land to build roads, bridges, and cultural houses to respond to new rural development.
To date, the whole province has 43/55 communes meeting new rural standards, 3 communes meeting advanced new rural standards, and 1 commune meeting model new rural standards. However, the traffic criteria of the whole province only reached 30.9%.
According to Mr. Bui Tu Hai, Deputy Director of Ca Mau Department of Agriculture and Environment, investment capital has created a clear change in essential infrastructure, especially transportation and irrigation. Trusted capital through the Vietnam Bank for Social Policies also supports poor households to develop production, create livelihoods adapting to climate change, and improve income.
Mr. Le Van Su - Vice Chairman of Ca Mau Provincial People's Committee - emphasized that building new rural areas cannot stop at titles and targets, but must go into depth, taking people, culture, and community as the center.
Towards modern, green, and livable rural areas
In the period 2026 - 2030, Ca Mau identifies rural transport development as a key task, striving to have 100% of hamlets and villages have smooth and modern concrete roads by 2030.
By 2030, Ca Mau strives to have 9 more communes meet new rural standards, bringing the total number to 36/55 communes, reaching 65.5%; 4 communes meet modern new rural standards. Phase I of the National Target Program 2026 - 2030 is expected to allocate more than 1,614 billion VND.
Along with infrastructure, Ca Mau orients the development of concentrated raw material areas, increasing links between people, cooperatives, and businesses. Production models are encouraged to apply VietGAP, organic, green economy, circular economy, high technology, and digital transformation. The level of mechanization, automation, and digitization strives to reach at least 50%; reusing and recycling agricultural by-products from 30% or more.
Criteria for clean water, environment, and social security have also been improved. The rate of waste sorting and collection is oriented from 80% or more, gradually reducing direct landfills to no more than 50%. Flower and green tree planting routes strive to reach 70% or more; public green land is at least 2m2/person.
For modern new rural communes, the proportion of agricultural - forestry and fishery production area applying digital technology and automation is oriented from 30% or more; at least 50% of establishments apply advanced production processes. The rate of sorting, collecting, and treating domestic solid waste is increased from 90% or more.
According to the new direction of Ca Mau province, rural construction must not only complete roads, schools or irrigation, but also improve income, ensure social security, protect the environment, develop production, and digital transformation. This is the foundation for Ca Mau to form modern, green, and sustainable rural areas, adapting to climate change, and improving people's quality of life.
