Grassroots cadres in Hung Yen receive training funding to meet digital transformation

Hung Yen - Hung Yen implements training for commune-level cadres and civil servants on information technology, improving digital capacity, serving digital transformation.

The People's Committee of Hung Yen province has just directed the implementation of the task of training information technology human resources for commune-level cadres and civil servants, in order to improve information technology capacity, serving the goal of digital transformation in the area.

The training program is divided into three main groups. The key program is the training of a Second Certificate in Information Technology, with the goal that each commune and ward has at least 1-2 cadres and civil servants with in-depth expertise in information technology (IT).

The subjects are commune-level cadres and civil servants working under the payroll, not required to have an IT professional degree. The first course is expected to recruit 100-150 students, with a 2-year training period, supported by the provincial budget. Participants must commit to continuing to work at the agency after completing the program, with a minimum time of three times the training time.

The program encourages the focus on Master's training for cadres and civil servants with the ability and desire to study in depth. Each year, strive for 50 participants, with a maximum age of 45, to be supported with training costs and must commit to continue working at the agency after completing the course.

The short-term orientation and training program will be coordinated by the Department of Home Affairs with Hanoi University of Science and Technology to develop content and include in the plan from 2026. Priority training is concentrated and organized at Hanoi University of Science and Technology and To Hieu College of Economics and Technology (Hung Yen). The payment of the Second Certificate training fee is made through the commune and ward budgets, ensuring transparency.

The People's Committees of communes and wards review and select qualified cadres and civil servants to send for training, at least 1 person participating in the key program. At the same time, create favorable conditions for cadres and civil servants to complete the course.

The implementation of training for IT human resources at the commune level is expected to not only improve the professional qualifications and digital skills of civil servants, but also contribute to the completion of human resource infrastructure for digital transformation. This is an important preparation step for Hung Yen to deploy online public services, apply IT in administrative management and build a smart city.

The first training course is expected to open in December 2025, opening up opportunities to improve capacity, creating a solid foundation for the digital transformation process at all levels, while meeting the requirements of sustainable development and modernization of administrative management in Hung Yen province.
