Da Nang - The whole city currently has 473 fishing vessels installed with voyage monitoring equipment, contributing to the management of fishing activities and prevention of IUU fishing.

The People's Committee of Da Nang City has just issued Directive No. 04/CT-UBND on strengthening leadership and direction to completely resolve existing problems and limitations in the fight against illegal, unreported and unregulated (IUU) fishing in the area.

Accordingly, the City People's Committee requests departments, branches, sectors and People's Committees of coastal communes and wards to develop specific plans, organize drastic and effective implementation of the directions of the Central Government, the City Party Committee and the City People's Committee on combating IUU fishing and sustainable fisheries development. Absolutely do not let Da Nang fishing vessels illegally exploit in foreign waters. The head of the agency, unit, or locality that commits violations that affect the efforts to remove the "yellow card" will be responsible to the Chairman of the City People's Committee.

The Department of Agriculture and Environment is responsible for reviewing and compiling statistics on all fishing vessels, grasping the status of registration, inspection, licensing, installation of voyage monitoring devices (VMS), updating them to the national fisheries database; making a list of vessels that are not qualified to operate, assigning them to local management, and completing before August 30, 2025. At the same time, on duty 24/7, effectively using the VMS system to monitor and warn ships that are disconnected or cross the permitted boundary, providing information to the Border Guard and localities for handling.

The City People's Committee requires strict implementation of inspection and control of fishing vessels entering and leaving the port; monitoring seafood output through the port; collecting and comparing fishing logs with VMS data, strictly handling violations. Purchasing facilities, processing enterprises, and fishing ports must monitor the unloading and traceability of exploited aquatic products through the eCDT system; do not purchase products from fishing vessels outside the management area.

The City Military Command directed the Border Guard to control 100% of fishing vessels passing through the station, strictly manage "3 no" vessels and vessels at risk of violations; not allow to depart when not qualified; open a peak patrol point, handle vessels violating foreign waters, losing VMS connection, marking registration numbers that are not in accordance with regulations.

The city police will strengthen the situation, investigate and handle acts of sending ships and fishermen to illegally exploit in foreign waters; use explosives, electric pulses, toxins; coordinate inspection and handling of IUU violations.

Coastal communes and wards must enhance their responsibility, require ship owners to sign a commitment not to violate; check and instruct fishermen to mark the ship registration number in accordance with regulations, complete before August 30, 2025; closely monitor the group of "3 no" ships, ships that have not installed VMS; thoroughly handle the licensing of unqualified ships, publicly post the list and request the Border Guard not to allow them to depart.

The City People's Committee requests units to report the implementation results periodically on the 20th of each month to the Department of Agriculture and Environment for synthesis and reporting to the City People's Committee.
