Proposal to spend 16.5 billion to buy health insurance for ethnic minorities in Khanh Hoa

Khanh Hoa - The health sector has proposed supporting the purchase of health insurance for ethnic minorities in communes not located in areas with difficult conditions.

Khanh Hoa Provincial Department of Health has just sent a document to Khanh Hoa Provincial People's Committee requesting to develop a Resolution regulating the support regime for purchasing health insurance for ethnic minorities in communes not located in areas with difficult or especially difficult socio-economic conditions.

According to the Department of Health, the health insurance support policy for ethnic minorities not living in areas with difficult socio-economic conditions in Khanh Hoa province is applied according to Resolution No. 06/2014 of the Khanh Hoa Provincial People's Council.

Accordingly, Resolution 06 supports 100% of the cost of purchasing health insurance for ethnic minorities with permanent residence in communes in region I that are not located in areas with difficult or especially difficult socio-economic conditions according to the Prime Minister's regulations and have not yet enjoyed the state's policy on support for purchasing health insurance.

By June 2021, the Prime Minister issued Decision No. 861 approving the list of communes in Region III, Region II, Region I in ethnic minority and mountainous areas for the period 2021 - 2025. Some communes have left Region I, II, III, so ethnic minorities here are no longer entitled to health insurance policies supported by the state.

Through review, there are currently many ethnic minorities living in communes not in areas with difficult socio-economic conditions in the area that have not yet enjoyed the state's policy on health insurance.

Meanwhile, Resolution No. 06 is still in effect, but all legal documents used as a basis for issuing the resolution have expired.

Therefore, to continue helping ethnic minorities have access to health care, it is really necessary to review and develop policies to support the purchase of health insurance for ethnic minorities in communes that are not located in areas with difficult or especially difficult socio-economic conditions in the area (issuing a Resolution to replace Resolution No. 06).

According to the Department of Health, the subjects covered by the new Resolution are ethnic minorities in communes not located in areas with difficult or especially difficult socio-economic conditions in Khanh Hoa province.

The health sector has proposed two solutions, including prioritizing the solution of expanding the beneficiaries, increasing the attractiveness of the policy, contributing to the effective implementation of the province's Resolutions, striving to have 100% of ethnic minorities participating in health insurance by 2025; increasing the health insurance coverage rate in the province, contributing to the universal health insurance plan.
