The smallest island commune in the country in Quang Ninh

Là xã đảo nằm ở phía Đông Bắc tỉnh Quảng Ninh, cách đất liền hơn 8km, xã Cái Chiên được thiên nhiên ban tặng cho vẻ đẹp say đắm lòng người với những bãi cát trải dài, nước biển xanh như ngọc, rặng phi lao ngút ngàn cùng rất nhiều loại hải sản tươi ngon.

As an island commune located in the Northeast of Quang Ninh province, with an area of 25.90km2, more than 8km from the mainland, Cai Chien commune is bestowed by nature with captivating beauty with long sandy beaches, jade-blue seawater, endless casuarina trees and many fresh seafood.

Xã Cái Chiên cách đất liền không xa, chỉ mất khoảng 10 phút đi xuồng, cũng gắn liền với các trục đường cao tốc, vì vậy việc đi lại của du khách ra xã đảo tương đối thuận lợi. Vẻ đẹp hoang sơ trên đảo với những bãi biển trải dài là một trong những tiềm năng, lợi thể để địa phương khai thác, phát triển du lịch.

Cai Chien commune is not far from the mainland, only about 10 minutes by high-speed boat, also associated with highway axes, so the travel of tourists to the island commune is relatively convenient. The pristine beauty on the island with its long beaches is one of the potentials and advantages for the locality to exploit and develop tourism.

Ông Đồng Mạnh Hùng - Phó Chủ tịch UBND xã cho hay, Cái Chiên là xã đảo duy nhất ở tỉnh Quảng Ninh không thực hiện việc sáp nhập mà giữ nguyên về diện tích, dân số để thực hiện mô hình chính quyền 2 cấp từ ngày 1.7.2025. Hiện tại địa phương có 740 nhân khẩu. Nếu không tính 13 đặc khu thì xã Cái Chiên có dân số ít nhất toàn quốc so với các xã, phường.

Cai Chien is the only island commune in Quang Ninh province that does not implement the merger but maintains the area and population to implement the 2-level government model from July 1, 2025. Với đặc thù xã đảo, cuộc sống của người dân Cái Chiên gắn chặt với biển, chủ yếu từ nuôi trồng, khai thác thủy sản và dịch vụ, du lịch.

Not only services and tourism, the lives of Cai Chien people are also closely linked to other activities related to the sea such as aquaculture and seafood exploitation.

Ông Phạm Văn Hạng - thôn Vạn Cả, xã Cái Chiên cho biết, nhiều thế hệ trong gia đình ông đều sinh ra và lớn lên ở xã đảo Cái Chiên. Không chỉ vẻ đẹp say đắm lòng người, thiên nhiên còn ban tặng cho nơi đây không khí ôn hoà, mát mẻ, không xảy ra tình trạng ô nhiễm môi trường. Du khách đến đảo đông nhất từ dịp tháng 4-5 kéo dài đến tháng 8-9. Hết mùa du lịch, người dân lại vươn khơi đi đánh bắt theo mùa.

In 2025, Cai Chien commune welcomed more than 67,000 visitors, tourism revenue reached 76.4 billion VND. With a lot of tourism potential, in 2026, the locality sets a target to welcome 3 times the number of tourists in 2025.

Cái Chiên xác định phát triển kinh tế biển, đặc biệt là thủy sản và du lịch, phải đi đôi với bảo vệ môi trường sinh thái. Tuy nhiên, theo ông Hùng, mặc dù có khá nhiều lợi thế để phát triển du lịch tuy nhiên cũng tồn tại một số khó khăn. “Trong thời gian tới, chúng tôi cũng phải xác định, đồng thời phải có kinh tế đầu tư hạ tầng. Chúng tôi cũng đề nghị tỉnh có đầu tư thêm liên quan đến cảng và đường“, ông Hùng nói.

Cũng theo ông Hùng, trong nghị quyết của BCH đảng bộ xã Cái Chiên cũng xác định đến năm 2030, trong cơ cấu phát triển kinh tế cũng tập trung mạnh vào lĩnh vực du lịch. “Chúng tôi cũng cố gắng tập trung phát triển các phân khu và theo các lớp khách hàng. Ngoài các khu nghỉ dưỡng cao cấp, địa phương cũng phát triển mạnh homestay của các hộ gia đình, đồng thời tăng cường hơn nữa việc đầu tư cho hạ tầng du lịch, các bến cảng, bãi tắm“, ông Hùng chia sẻ.

Mr. Hung hopes that in the coming time, there will be more tourism products, in addition to tourism mainly concentrated in the 4 summer months, the locality will also study to add more tourism products in the low season, trying to exploit four-season tourism. Only then can Cai Chien attract more and more tourists to the island.
