On June 1st, news from the Khanh Hoa Tourism Association said that it had sent a document to the Khanh Hoa Provincial People's Committee and the Department of Culture, Sports and Tourism requesting the two agencies to preside over organizing a thematic working session with the participation of the Association and travel businesses.

This is the latest information released after 7 international travel businesses exploiting the Russian tourist market and countries of the Commonwealth of Independent States (CIS) jointly signed a petition sent to local authorities.

According to the content of the petition, businesses propose to study a mechanism for managing human resources to support language and international customer care in the context of the strong recovery of the Russian tourist market.

In a document sent to the Khanh Hoa Provincial People's Committee, Mr. Pham Minh Nhut - Chairman of the Khanh Hoa Tourism Association - said that this is a practical and urgent need for the local tourism industry.

Khanh Hoa Tourism Association assessed that the thematic working session, if organized, will create conditions for the parties to directly exchange and assess the current human resource situation, thereby proposing appropriate management and support solutions.

8 noteworthy recommendations from businesses

According to the exploitation plan of international charter companies, the number of Russian and CIS tourists to Khanh Hoa in the summer of 2026 is forecast to exceed the pre-COVID-19 pandemic level.

7 businesses signed in the petition are currently operating most charter flights from Russia and CIS countries to Khanh Hoa.

They are Abtour, Anex Vietnam, Crystal Bay Vietnam, Selfie Travel Vietnam, Viet One, AMEGA, Pegas Vietnam.

These units are estimated to serve from 1.2 to 1.5 million visitors in the period 2026 - 2027, making a significant contribution to the province's target of welcoming 6.3 million international visitors in 2026.

However, according to businesses' reflections, the number of Russian-speaking tour guides licensed as international tour guides in the locality is still quite limited compared to the growth rate of the tourist market.

Meanwhile, the need for communication support, customer care and handling of arising situations related to international visitors is increasing.

In documents sent to functional agencies, the business community has made 8 specific proposals to remove immediate difficulties and create a long-term management basis.

Notably, businesses proposed to allow the registration of personnel to support language, international customer care and international visitor support team leaders to support communication and handle situations during tourists' stay in Vietnam.

Businesses also affirmed that this force does not replace Vietnamese tour guides and is not allowed to perform activities under the professional duties of tour guides according to current legal regulations.

Some other proposals include organizing professional training courses chaired by the Department of Culture, Sports and Tourism; issuing term certificates to trainees after completing the training program; requiring businesses to register, manage, guarantee and coordinate with functional agencies throughout the personnel operation in Vietnam.

According to the proposal, businesses will be fully responsible for ensuring that personnel operate within the permitted scope; and at the same time implement a regime of reporting and periodic information updates as required by management agencies.

In particular, businesses emphasize that this is only a solution to fill the specific personnel gap in the shortage period, does not replace the role of tour guides and still ensures full compliance with the provisions of the Tourism Law.

The group of businesses proposed piloting this mechanism in the peak period of 2026 - 2027 to assess the actual effectiveness before considering long-term application.
