The western sea area of ​​the North East Sea (including the Hoang Sa archipelago) has strong winds of level 6-7, near the storm center level 8, gusting to level 10, waves 2.0-4.0m high, near the storm center 3.0-5.0m; rough seas.

From the afternoon of November 11, the sea off the coast of Thua Thien Hue to Binh Dinh will have winds gradually increasing to level 6-7, gusting to level 9, waves 2.0-4.0m high; rough seas.

Meanwhile, at 1:00 a.m. on November 11, the center of storm Toraji was at about 15.8 degrees North latitude; 123.1 degrees East longitude, in the sea east of Luzon Island (Philippines). The strongest wind near the center of the storm is level 12 (118-133 km/h), gusting to level 15. Moving in the West Northwest direction, speed about 20 km/h. Forecast from the next 72 to 120 hours, the storm will move in the West Northwest direction, then likely change direction to West Southwest, traveling 5-10 km/h, the intensity will continue to weaken.

From the night of November 11-12, the area from Thua Thien Hue to Binh Dinh will have moderate rain, heavy rain, locally very heavy rain and thunderstorms with rainfall from 70-150mm, locally over 250mm. Warning of the risk of local heavy rain (>100mm/6 hours).

During the day and night of November 12, the Central Highlands region will have moderate rain, heavy rain, locally very heavy rain and thunderstorms with rainfall from 40-90mm, locally over 180mm. On the morning of November 13, the Central Highlands region will have moderate rain, locally heavy rain with common rainfall of 20-40mm, locally over 70mm.
