The People's Committee of Ha Long City has just approved the general planning for the construction of Ky Thuong commune until 2040. This is the most remote highland commune of Ha Long, with a sparse population and a natural land area of ​​over 9,780 hectares, but with extremely special and attractive nature, geography and terrain. Of which, a large area is located in the Dong Son - Ky Thuong Nature Reserve, which is expected to be a fertile land for the development of eco-tourism, cultural tourism, adventure tourism, etc.

To exploit and promote the strengths of Dong Son - Ky Thuong Nature Reserve, Ha Long City plans to build a cable car route, about 5.7km long, from Khe Phuong village to Thien Son peak, 1,100m high, in the South. From this height, you can see the center of Ha Long city and Ha Long Bay.

Along with that, the orientation is to build a walking route to experience the natural forest running in the direction of the cable car route to the top of Thien Son; arrange a cable car station service area at the beginning of Khe Phuong village.

In Khe Luong village area, arrange a natural forest walking route of about 2.3km combined with a forest experience area located in the conservation forest; arrange ancillary service areas for the walking route, combined with agricultural experience tourism.

Orientation of high-class resort service complex at 500m high point in the East of Khe Tre village, bordering Khe Tre - Khe Phuong village road, with an area of ​​about 40ha.

According to scientists, this reserve is a typical area of ​​lowland evergreen broadleaf closed forest ecosystem, with a large area of ​​concentrated natural forest with a coverage of over 95% and rich species of forest flora and fauna.

Research on plants shows that the forest here is quite diverse with 1,282 species of higher plants. Among them are species listed in the Vietnam Red Book such as: Gioi ba, gioi nhung, gioi huong, chestnut, black chestnut, flower chestnut, star hon gai, sen mat, agarwood, morinda officinalis... In addition, the Reserve also has many rare medicinal plants, with 428 species of medicinal plants growing naturally.

Animals in Dong Son - Ky Thuong Nature Reserve have 921 species of mammals, birds, reptiles, frogs, insects, land snails, fish... Among the mammals, there are 30 rare and endangered species, listed in the Vietnam Red Book and the IUCN Red Book, such as: mountain goat, black bear, red-faced monkey, gray langur, red fox, clouded civet, northern civet, leopard, flying squirrel...

Currently, Quang Ninh province and Ha Long city have been and continue to invest in transport infrastructure to connect the city center with the mountainous areas of Ha Long city, including Ky Thuong.
