In the first days of opening for tourism since August 1, Hai Van Quan relic welcomed hundreds of visitors every day. However, at first, this monument did not sell tickets.
This is a common relic, located right on the border of two localities: Da Nang and Thua Thien Hue. At the end of 2021, the Hue Monuments Conservation Center coordinated with the Department of Culture and Sports of Da Nang City to launch a project to preserve, restore, restore and promote the value of Hai Van Quan relics. Total project investment is more than 42 billion VND from the budget of Da Nang City and Thua Thien Hue province.
The restoration is a joint implementation, but economic exploitation of tourism is still a plan... on paper.
Because, currently, Da Nang's cultural industry has just completed a plan to exploit the tourism economy, proposing that the People's Committee of Da Nang City submit it to the People's Council to ask for ticket prices.
Similarly, the People's Committee of Thua Thien Hue will submit it to the People's Council of TT-Hue province to be similar to Da Nang. It is expected that the two localities will agree and divide the time frame for management, operation and exploitation. Each locality 3 years, starting from 2026.
After deducting costs, profits from mining will be divided in half. Most of the funds collected from ticket sales and tourism services will be used for the management, protection and restoration of this monument itself. If there is no consensus, the two localities will request the Prime Minister and the Ministry of Culture, Sports and Tourism to consider and decide.
Therefore, currently, in addition to the completed Hai Van Quan relic complex, there is no infrastructure such as parking lots, souvenir shops, and other services. Therefore, currently, when the number of visitors suddenly increases, the area at the top of Hai Van pass is overloaded. Traffic is congested, visitors walk haphazardly, and it is unsafe.
Currently, the two localities of Thua Thien Hue and Da Nang are assigning the localities of Lien Chieu district (Da Nang) and Phu Loc district (Thua Thien Hue) to be in charge of making plans to build infrastructure to exploit tourism services, including Parking lot, souvenir shops, other services...
However, to be implemented, these projects and infrastructure items must be in accordance with the planning, must have projects, designs, architecture, construction... evaluated and approved in accordance with the law. This process will be very time consuming.
It is expected that by 2026, Hai Van Quan can officially operate fee-based tourism.
