Speaking at the conference, Mr. Bui Van Manh - Director of the Department of Tourism of Ninh Binh province affirmed that the assessment of the economic value of a heritage does not stop at numbers and is not simply a tool to assess economic value. What is more important is the correct perception of the value and importance of world heritage in socio-economic development and cultural preservation of the local community and the province.
The research results of the Project will be the basis for developing policies and strategies to exploit the potential and strengths of Trang An Scenic Landscape Complex effectively, sustainably and harmoniously while still preserving the unique historical, cultural and natural values of the World Heritage Trang An Scenic Landscape Complex.
To successfully implement the Project, Director of Ninh Binh Province Department of Tourism Bui Van Manh requested that provincial departments, branches, and local authorities in the Heritage area continue to cooperate closely with experts and scientists in researching, forecasting, updating information, and developing plans to preserve, exploit, and sustainably develop the Heritage. It is necessary to ensure that all tourism exploitation and development activities do not negatively affect the value of the heritage.
We hope that domestic and international researchers will continue to pay attention to coordinating research, monitoring and providing solutions, proposing appropriate mechanisms and policies for the sustainable management and exploitation of the outstanding global values of the Heritage.
In particular, there needs to be a long-term vision and strategy to ensure that the Trang An Scenic Landscape Complex will be preserved and developed not only for today's generation but also for the future in the spirit of the 1972 World Heritage Convention.
Tourism enterprises operating in the Heritage Area must strictly implement the regulations and rules on heritage management. At the same time, there must be programs and policies to prioritize the development of environmentally friendly tourism products and services, and to protect the landscape and ecosystem in the Heritage Area.
It is necessary to improve service quality, professionalism and build corporate culture associated with building the image and brand of the Heritage site and Ninh Binh province. Preserve and conserve the natural environment, develop cultural industry, create a balance between economic development and Heritage conservation.
The Director of the Department of Tourism of Ninh Binh province also requested the UNESCO Office in Hanoi, the World Heritage Centre, UNESCO consulting agencies and international experts to closely coordinate with the Department of Tourism and the School of Interdisciplinary Sciences and Arts (Vietnam National University, Hanoi) to implement and announce the results of the Project to evaluate the economic value of the Trang An Scenic Landscape Complex, on that basis, to build a "Trang An Declaration" or higher, a "Charter on World Heritage".
