According to regulations, seconded People's Army officers are active People's Army officers assigned to work in agencies and organizations outside the army.
Clause 2, Article 15 of the Law on Officers of the Vietnam People's Army 1999, amended by Clause 3, Article 1 of the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army, stipulates the highest military rank for the position and title of an officer:
Article 15. Highest military rank for officer positions and titles

2. A seconded People's Army officer elected to hold the position of Chairman of the National Defense and Security Committee of the National Assembly has the highest military rank of Senior Lieutenant General; a seconded People's Army officer approved to hold the position of Deputy Chairman of the National Defense and Security Committee of the National Assembly or appointed to the position of Deputy Minister or equivalent position or title has the highest military rank of Lieutenant General; a seconded People's Army officer approved to hold the position of Standing Member of the National Defense and Security Committee of the National Assembly or appointed to the position of General Director or equivalent position or title has the highest military rank of Major General.

Thus, the highest military rank for seconded People's Army officers is as follows:
- The People's Army officer seconded to hold the position of Chairman of the National Assembly's Defense and Security Committee has the highest military rank of Senior Lieutenant General.
- A seconded People's Army officer approved to hold the position of Deputy Chairman of the National Assembly's Committee on National Defense and Security or appointed to the position of Deputy Minister or equivalent position or title with the highest military rank being Lieutenant General.
- Seconded People's Army officers approved to hold the position of Standing Member of the National Defense and Security Committee of the National Assembly or appointed to the position of General Director or equivalent position or title with the highest military rank of Major General.
The Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army takes effect from December 1, 2024.
