Resolution No. 61/2024/NQ-HDND of the People's Council of Quang Tri province (effective from July 21, 2024) specifies the expenditure tasks for implementing the arrangement of district and commune-level administrative units and the support level for district and commune-level administrative units implementing the arrangement in Quang Tri province in the period of 2023 - 2030.
The subjects of application of the Resolution are People's Committees at all levels; agencies, units, organizations and individuals related to the arrangement of administrative units at district and commune levels in Quang Tri province in the period of 2023 - 2030.
The tasks of implementing the arrangement of administrative units at district and commune levels include:
a) Expenditure on developing overall plans and projects for the arrangement of administrative units at district and commune levels for the 2023-2025 period and the 2026-2030 period;
b) Expenses for drafting legal documents related to the arrangement of administrative units at district and commune levels;
c) The Branch organizes propaganda and mobilization to raise awareness among cadres, civil servants, public employees and people about the arrangement of administrative units at district and commune levels;
d) Organize conferences and workshops to collect voters' opinions on the overall plan and project for the arrangement of administrative units at district and commune levels for the 2023-2025 period and the 2026-2030 period; Conferences to review and evaluate the implementation of the arrangement of administrative units;
d) The Branch organizes meetings, announces the decision to merge districts and communes and announces the decision to establish new districts and communes (if any);
e) Implement the conversion of documents for individuals and organizations due to changes in boundaries and names of administrative units at district and commune levels;
g) Field survey expenses, construction and printing of administrative boundary maps for district and commune-level administrative units to serve the preparation of records upon request;
h) Support policies and regimes for cadres, civil servants, public employees, and redundant workers of agencies and organizations due to the rearrangement of district- and commune-level administrative units in the area;
i) Other contents related to the arrangement of administrative units at district and commune levels.
The content and level of expenditure shall be implemented according to current financial standards, norms and regulations. For other expenditure contents related to the arrangement of administrative units at district and commune levels where there are no regulations on expenditure levels: The head of the agency or unit shall decide within the scope of the assigned budget on the basis of contracts, acceptance records, invoices and legal documents.
Implementation costs include regular costs according to current budget allocations assigned during the budget stabilization period of district and commune-level administrative units implementing the arrangement and other legal financial sources to spend on the tasks specified in Clause 1 of this Article.
The provincial budget provides targeted support to the district budget of VND 500 million for each commune-level administrative unit formed after the rearrangement to invest in repairing, renovating, and upgrading working headquarters that continue to serve the operations of the administrative unit formed after the rearrangement.
