According to Clause 1, Article 4 of Decree 73/2024/ND-CP, the bonus regime is implemented on the basis of outstanding work achievements and the results of assessment and classification of the annual task completion level for subjects specified in Clause 2, Article 2 of Decree 73/2024/ND-CP. Therefore, commune-level cadres and civil servants are one of the subjects applying the bonus regime according to Decree 73/2024/ND-CP.
According to Clause 2, Article 4 of Decree 73/2024/ND-CP, the above bonus regime is used for special rewards based on work achievements and annual periodic rewards based on the results of the assessment and classification of the level of work completion of each salary recipient in the agency or unit.
The head of the armed forces unit according to the regulations of the Ministry of National Defense and the Ministry of Public Security; the head of the competent authority managing or being delegated the authority to manage cadres, civil servants and the head of the public service unit is responsible for developing specific regulations to implement the bonus regime applicable to the subjects on the salary list of the agency or unit; send them to the direct superior management agency for management, inspection and public implementation in the agency or unit.
Thus, commune-level cadres and civil servants are entitled to the bonus regime according to the provisions of Decree 73/2024/ND-CP. At the same time, bonuses for commune-level cadres and civil servants will be based on: Outstanding work achievements and results of assessment and classification of annual task completion levels.
In Decision 786/QD-BNV in 2024 on the Regulations on implementing the bonus regime of the Ministry of Home Affairs, the method of calculating bonuses according to Decree 73/2024/ND-CP is implemented as follows:
- How to calculate annual bonuses:

Level 1 (individuals completing tasks excellently): Bonus equal to 3.0 times the basic periodic bonus.
Level 2 (individuals completing tasks well): Bonus equal to 2.4 times the basic periodic bonus.
Level 3 (individuals completing tasks): Bonus equal to 1.0 times the basic periodic bonus.
- How to calculate special bonuses:
Bonus for individuals with outstanding work achievements according to 2 bonus levels corresponding to the individual achievement score:
Individuals achieve from 5 points to 8 points: Bonus is 3 times the basic salary/person/1 bonus (ie 7,020,000 VND/person/1 bonus).
Individuals achieving above 8 points to 10 points: Bonus is 5 times the basic salary/person/1 bonus (ie 11,700,000 VND/person/1 bonus).
In which, the scores are scored based on the main criteria: Difficulty level, complexity, requirements for professional qualifications of assigned tasks; Quality of completed products and work; Progress of completion (achievement/exceeding); Efficiency, spread, positive effects of products and work; Level of participation of individuals in implementing tasks.
