Circular No. 05/2025/TT-BGDDT recently issued by the Ministry of Education and Training (MOET) has many outstanding points. Accordingly, this Circular has added regulations on reducing teaching hours, principles for determining working regimes and actual teaching hours of teachers.
In addition, Article 4 of Circular 05/2025/TT-BGDDT also stipulates the duties of teachers and homeroom teachers as follows:
The duties of teachers are implemented according to the provisions of the charter, regulations on organization and operation at each level of education, educational institution and regulations on duties at each professional title level of competent authorities.
The duties of homeroom teachers at primary schools, specialized schools and other educational institutions implementing primary education programs shall comply with the provisions of the Charter of primary schools.
Duties of homeroom teachers at junior high schools, high schools, high schools with many levels of education, specialized schools, and other educational institutions implementing general education programs at junior high school, high school, and university reserve schools:
Perform the duties of teachers according to regulations;
Proactively grasp the information of students in the class assigned to be homeroom workers; develop and organize the implementation of the class's activity plan to promote the progress of the class and students; organize class activities;
Closely coordinate with parents or sponsors, department teachers, Ho Chi Minh Communist Youth Union, Ho Chi Minh Front Youth Union, organizations and other relevant social organizations to organize educational activities and support and supervise the learning and training of students assigned to be homeroom workers; compile comments and assessments for students at the end of the first semester and the end of the school year; instruct students to vote and propose rewards; make a list of students to go to class, students who are not allowed to attend classes, students who have to practice during the summer vacation; complete the recording of transcripts for students;
Guiding and managing students to participate in experiential activities, educational activities and student training organized by the school;
Regularly or suddenly report on the situation of the class to the principal.
