The Ministry of Education and Training (MOET) has completed and sent to the Ministry of Justice for appraisal the draft Decree stipulating the preferential allowance regime for civil servants and employees working in public educational institutions.
Currently, teachers and educational administrators are entitled to preferential allowances from 25% - 70% depending on each level of education and work area.
However, the Ministry of Education and Training believes that the current remuneration regime does not accurately reflect the complexity, pressure and heavy responsibility of the work that teachers are undertaking, specifically:

In addition, through summarizing, the Ministry of Education and Training assessed that currently, the payment of professional preferential allowance regimes to teachers still has many limitations and difficulties such as: The fact that there are many different levels of preferential allowances for one teaching profession has raised questions; Some documents related to policy implementation are still slow or lacking synchronization; The same allowance level but the criteria for socio-economics are different' the application of payment, determining beneficiaries of preferential allowance levels for teachers at the same level of education is not uniform between localities,...
Therefore, the Ministry of Education and Training is drafting a Decree regulating preferential allowance regimes for civil servants and employees working in public educational institutions to overcome the above limitations and difficulties, and at the same time, unify the level of payment of preferential allowance regimes for teachers in the period from now until the implementation of the new salary policy.
Thereby, contributing to ensuring the income of preschool and general education teachers commensurate with their professional characteristics, contributing to improving motivation, retaining and attracting talented people into the education sector.
If approved and effective, the draft will replace Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister.
Roadmap to increase professional preferential allowances for teachers and school staff
The draft regulation expands the subjects of application, covering all civil servants and employees working in public educational institutions, regardless of recruitment form (public servants, labor contracts), including people who are in probation or trial periods.
Accepting the opinions of the Ministry of Home Affairs, the Ministry of Finance, and the Ministry of Education and Training, they have reviewed and calculated the additional budget specifically as follows:
Regarding the adjustment of the preferential allowance level for preschool and general education teachers to increase by 15% compared to current regulations, the Ministry of Education and Training has calculated the arising costs for paying preschool and general education teachers, estimated to increase by about 1,447 billion VND/month.
Regarding the adjustment of the preferential allowance level for university preparatory teachers, based on the actual salary table of teachers at the present time, the Ministry of Education and Training has calculated according to the adjusted preferential allowance level from 50% to 85% and estimated the incurred cost of about 515 million VND/month.
Regarding the supplementation of 20% of the preferential allowance for school staff, the supplementary cost is 158 billion VND/month.
Regarding the regulation to increase the professional preferential allowance by 5% for lecturers and 20% for employees in higher education institutions, vocational education institutions, and colleges where educational institutions guarantee their own salary sources, it does not generate state budget revenue for this group.
Regarding the proposed allowance level, the Ministry of Ethnic Minorities and Religious Affairs proposed that the Drafting Agency study increasing the allowance level for school staff to 30%.
However, the Ministry of Education and Training upheld the proposal given for the reason: Current budget resources do not allow expanding the benefit level to 30% for new target groups, avoiding budget spending pressure and ensuring long-term implementation capacity.
The application of the 20% level in the initial stage is suitable for practical conditions, both ensuring support for workers and creating a basis for continuing to evaluate and improve policies in the coming time" - the Ministry of Education and Training explained.
