In Article 26, the Ministry of Education and Training added a provision for a fine of 5-10 million VND for acts of insulting honor and dignity; violating the bodies of teachers, educational management staff, and staff in educational institutions but not to the extent of criminal prosecution.
Violations of policies against teachers will be fined from 10-15 million VND. The violator must publicly apologize, except in cases where the victim requests not to publicly apologize.
In addition, also in Articles 26 and 28, the Ministry of Education and Training adds regulations on cases where students offend honor and dignity; violate the bodies of classmates, teachers, managers, and staff in schools, not to the extent of criminal prosecution but have a negative impact on the safety and educational activities of educational institutions, in addition to fines and public apology, students will be subject to one of the following measures:
Forced to temporarily quarantine from the learning environment.
Transfer to specialized educational institutions; integrated education development support centers; school counseling service facilities, social work or specialized medical facilities for psychological and behavioral counseling and support, according to the school's proposal and the decision of the competent authority.
The Ministry of Education and Training notes the consideration and decision to apply the above two measures in accordance with the Ministry's instructions; ensuring the participation of educational institutions, educational management agencies, families, health agencies, and police agencies (if necessary). The decision-making authority belongs to the direct education management agency or the People's Committee of the commune/province according to decentralization.
