Extra teaching and learning are always topics that receive much attention from the public.
Current regulations on extra teaching and learning are clearly regulated in Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training. Recently, the Ministry of Education and Training has also received many questions related to regulations on extra teaching and learning, including a question from Ms. Ho Thi Tram.
Ms. Tram is an English teacher at a high school. She asked, according to Circular No. 29/2024/TT-BGDDT and the Law on Teachers, is it allowed to teach primary school students English by communication method?
Ms. Tram added that she teaches at a facility with a business household registration in accordance with the provisions of law and Circular No. 29/2024/TT-BGDDT, and also reports to the Principal where she is working in accordance with regulations.
She did not teach according to the 2018 General Education Program but focused on developing skills and teaching according to the roadmap and self-compiling textbook.
The Ministry of Education and Training responds to this issue as follows:
The concept of extra teaching and learning has been clearly defined in Clause 1, Article 2 of Circular No. 29/2024/TT-BGDDT, accordingly:
"Extra teaching and learning is an additional teaching activity outside the time limit prescribed in the educational plan for subjects and educational activities (hereinafter referred to as subjects) in the General Education Program, the Continuing Education Program at the junior high school level, and the Continuing Education Program at the high school level issued by the Minister of Education and Training".
Therefore, Ms. Ho Thi Tram's organization of English teaching not following the General Education Program is not subject to regulation and is subject to Circular No. 29/2024/TT-BGDDT.
