After the press conference on the morning of August 5, on the same evening, the Ministry of Education and Training (MOET) issued a notice clarifying information about the handling plan for candidates taking the exam at the Tuyen Quang Specialized High School Exam Site in the 2026 high school graduation exam.
The Ministry of Education and Training clarifies the legal basis of the above decision as follows: Based on Clause 2, Article 2, Point c, Clause 2, Article 7 and Clause 1, Article 59 of the High School Graduation Exam Regulations issued together with Circular No. 24/2024/TT-BGDĐT dated December 24, 2024, amended and supplemented by Circular No. 13/2026/TT-BGDĐT dated March 9, 2026 (Exam Regulations):
Article 2. Purpose, requirements
2. The high school graduation exam (abbreviated as the Exam) must ensure safety, seriousness, honesty, objectivity and fairness.
Article 7. National-level Exam Steering Committee
2. Responsibilities and powers of the National-level Exam Steering Committee:
c) Decide on appropriate forms of handling (in special cases, submit to the Minister of Education and Training for decision): Temporarily suspend exam activities or re-organize exams at some Exam Councils or nationwide; suspend activities, propose disciplinary action against leaders of the Exam Councils who violate the Exam Regulations;
Article 59. Responsibilities of the Ministry of Education and Training
1. Direct the organization of the exam; decide on plans to handle special cases and other unusual situations".
The Ministry of Education and Training said that it will continue to closely coordinate with the Ministry of Public Security and relevant agencies to strictly handle violating organizations and individuals; candidates who violate the Exam Regulations will continue to be considered and handled according to the nature and severity of violations, including cases where they have been recognized as graduating, admitted or are studying at higher education institutions.
Prosecuting the case, expanding the investigation
The Investigation Security Agency of the Ministry of Public Security has determined that the violations occurring at the Tuyen Quang Specialized High School exam site are violations of the collective of the Exam Supervisory Board, which has made the exam results of all candidates untruthful, objective, and unfair. Based on the Regulations of the Exam Regulations, there is a legal basis to re-organize all exam subjects at the Tuyen Quang Specialized High School exam site.
Initially determining that the collusion between parents and teachers affected the exam results of candidates, the investigating agency continues to clarify according to regulations" - the Ministry of Education and Training stated.
According to the plan announced by the Ministry of Education and Training, the exam results on June 11-12, 2026 of candidates at this exam site will not be used for university and college admission consideration until there are re-exam results; after having valid results, data will be updated for admission consideration according to registered aspirations.
