Mr. Le Viet Hung (Dak Lak) is an ethnic minority in Area 1, so his tuition fee is reduced by 70%. After a year of studying, Mr. Hung felt that his major was not suitable, so he wanted to drop out of school to take the exam to another school. Mr. Hung asked: Do I have to return the tuition fees that have been supported?

The Ministry of Education and Training responds to this issue as follows:
Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government regulating tuition fees, tuition exemptions, reductions, tuition support, study cost support and service prices in the field of education and training does not stipulate the mechanism for training compensation for cases where students are receiving tuition exemption and have dropped out of school.
Therefore, in cases where students are entitled to a policy of 70% tuition reduction, there is no regulation on compensation for the supported funds when dropping out of school.
Subjects receive 70% tuition fee
Clause 1, Article 16 of Decree 238/2025/ND-CP (effective from September 3, 2025) on tuition fees, tuition exemptions, tuition support, learning costs and service prices in education and training stipulates subjects eligible for 70% tuition reduction, including:
a) Students studying traditional and specific arts in public and private vocational training institutions and higher education institutions with cultural and artistic training include: folk song drama, Hue traditional musician, Southern talent song, singing theater actors, folk performing arts, Ca Tru art, cai Cho art, traditional musical instrument performance.
b) Students studying royal music, Cheo, Tuong, Cai Luong, dance, circus; some arduous, toxic, and dangerous occupations for vocational education according to the list of arduous, toxic, and dangerous occupations prescribed by the state management agency of vocational education at the central level.
c) Students in vocational training institutions and higher education institutions who are ethnic minorities (other than ethnic minorities) and whose father or mother have permanent residence in a particularly difficult village/hamlet, commune in region III of ethnic minority and mountainous areas, a particularly difficult commune in coastal areas, coastal areas and islands as prescribed by competent authorities.
