The Ministry of Education and Training (MOET) has just announced a draft Decree regulating salary policies and allowances for teachers to widely collect comments from relevant agencies, organizations and individuals on the Ministry of Education and Training's Electronic Information Portal.
The draft Decree detailing the implementation of the Law on Teachers is an important step to concretize the Party's policies and guidelines on salary policy and allowances for teachers, moving towards a roadmap to realize the policy of "teacher salaries are ranked highest in the administrative career salary scale system".
All teachers are entitled to a special salary coefficient
According to the draft Decree, all teachers are entitled to a "special salary coefficient". In which, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient; other titles of teachers are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient.
For teachers teaching at schools, classes for people with disabilities, centers to support the development of integrated education, and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.
The special salary coefficient is calculated with the salary level and is not used to calculate the allowance level. Thus, the formula for calculating salary for teachers is as follows:
Salary implemented from January 1, 2026 = Basic salary x Current salary coefficient x Special salary coefficient.
3 types of teacher allowances can be received from January 1, 2026
According to the Draft Circular regulating codes, appointments and salary classification for teachers teaching in public educational institutions previously announced by the Ministry of Education and Training, the salary coefficient of teachers is from 2.1-7.55, meaning that teachers receive a monthly salary from 4.9 to 17.66 million VND. If the special salary coefficient is included, the monthly income of teachers will increase significantly.


The title of professor is applied to the salary table of senior experts
The draft Decree stipulates that teachers appointed to the title of professor are subject to the salary table of senior experts. Accordingly, the salary table includes 3 levels: 8.8 - 9.4 - 10.0.
The Ministry of Education and Training believes that, although it does not confirm that the professor is a senior expert, applying the senior expert salary table for professors is in line with the position and role of a professor in the development of the field appointed to the title of professor.
Reserving policies and regimes when mobilizing teachers
The draft Decree stipulates that in the case of teacher transfer between educational institutions, the allowances applied at the educational institution where they are going are higher than the educational institution where they are going, teachers are allowed to retain the allowances they are entitled to before transferring or seconding for a maximum period of 36 months according to the period of transfer or secondment. After that time, the allowance regime will be re-arranged to suit the job and work area.
In case of transferring teachers from public educational institutions to educational management agencies where the allowance levels applied to educational institutions are higher than the educational management agency, teachers will have their salary and allowances reserved and enjoyed before the transfer for a period of 12 months. After that time, the salary level and allowance regimes are considered to be rearranged in accordance with the current job position.
This regulation aims to protect the rights of teachers when carrying out mobilization work, encourage teachers to participate in mobilization at other educational institutions or educational management agencies as required by competent authorities. This regulation solves the problem of teacher surplus and shortage; improving the quality of teaching, education, and management of educational institutions; resolving policies for teachers after the end of their working time being transferred to work in ethnic minority areas, mountainous areas, border areas, islands, and areas with particularly difficult socio-economic conditions.
To avoid sudden reduction in the regime and policies of teachers, the draft Decree also stipulates: In case the competent authority changes the type of administrative unit where the educational institution is operating and classifies the old administrative unit as receiving higher allowances, teachers working at that educational institution will continue to receive this allowance for a period of 06 months from the date of the decision to classify the new administrative unit by the competent authority.
The draft Decree also adds the principle of paying allowances for teachers working at educational institutions with many levels of education or many training levels, educational institutions with many schools or branches.
Adding beneficiaries of responsibility allowances and mobile allowances
Regarding work responsibility allowances, the draft Decree adds cases eligible for work responsibility allowances including team leaders/professional deputy team leaders/professional deputy department heads and equivalent; teachers teaching ethnic minority languages in faculties training ethnic minority languages at universities; teachers teaching foreign languages (except for teachers teaching Foreign languages); teachers assigned to provide student counseling.
For mobile allowances, the draft Decree adds cases of receiving mobile allowances, including teachers assigned to be seconded, teachers teaching inter-schools and teachers having to travel to teach at schools or branches. This regulation aims to overcome shortcomings such as teachers being sent to teach seconded or inter-mental teaching or being transferred to other educational institutions; teachers having to move between schools in an educational institution to teach but not receiving mobile allowances for the days they have to move.
