Reviewing policies to increase occupational allowances, ensuring unity in the entire political system
The synthesis of opinions, acceptance, and explanation of comments on the draft Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to implement the breakthrough in the development of education and training is being consulted by the Ministry of Education and Training.
The Ministry of Education and Training said that it has received 52 feedback documents from the above agencies and units and from 8 Readers through the Government's Electronic Information Portal.
These comments are being urgently compiled, classified, and studied by the Ministry to absorb the content, and at the same time, specifically explain issues with different opinions, ensuring publicity, transparency, objectivity, and compliance with legal regulations during the draft completion process.

In the comments, policies on teacher treatment have received attention from ministries and branches.
Contributing opinions to the draft Resolution, the Ministry of Finance mentioned the provisions in Point a, Clause 5, Article 3):
"The Government stipulates special and preferential allowances for teachers, ensuring the minimum level according to Resolution No. 71-NQ/TW: 70% for preschool and general education teachers; 30% for school staff; 100% for teachers working in areas with special socio-economic conditions".
The Ministry of Finance requests the Ministry of Education and Training to base on the provisions of Resolution No. 71-NQ/TW to review, propose to ensure consistency, unity, and explain the reasons for needing to adjust the goals compared to Resolution No. 71-NQ/TW (if any).
Currently, the Government Party Committee has issued Document No. 40-TTr/DU dated September 20, 2025 to the Politburo on adjusting salaries, allowances, pensions, allowances for meritorious people and a number of policies in 2026. The salary and preferential allowance regime for the education sector is a component of the national salary policy.
The Ministry of Finance also requested the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review the policy of raising vocational allowances, ensuring unity in the entire political system, in accordance with the practical situation of the country, ensuring balance, fairness, equality between subjects and the ability to balance the state budget.
Proposal to have specific policies on public housing for teachers working in particularly disadvantaged areas
Also contributing to this content, the Department of Education and Training of Quang Ngai proposed to consider and supplement at Point a, Clause 5, Article 3 some of the following contents:
a) The Government stipulates special and preferential allowances for teachers, ensuring the minimum level according to Resolution No. 71-NQ/TW: 70% for preschool and primary school teachers; 30% for school staff; 50% for school staff and 100% for teachers working in areas with special socio-economic difficulties. There is a special policy on public housing for teachers working in particularly difficult areas".
The Thai Nguyen Department of Education and Training has proposed to add special and preferential allowances for teachers who transfer jobs from educational institutions to work at educational management agencies (Ministry of Education and Training, Department of Education and Training, People's Committees at the commune level, etc.).
The reason for the above proposal is that the teachers selected to work at educational management agencies are all experienced teachers with high professional qualifications, many achievements and many contributions to the education sector.
When working at educational institutions, they are entitled to allowances from 70% to 100%, when transferred to work at educational management agencies, this allowance is no longer available, which is very disadvantageous for this group as well as very difficult in mobilizing good teachers with experience to work at educational management agencies.
In the above contents, the Ministry of Education and Training said that it has accepted and demonstrated them in Article 2 and ensured compliance with the assessment opinion of the Ministry of Justice in the assessment report No. 445/BCTD-BTP dated September 26, 2025.
