On the afternoon of December 7, the People's Committee of Ca Mau province held a groundbreaking ceremony for the construction of Song Doc 5 Primary School (Song Doc commune, Ca Mau province) to teach 2 sessions/day, organize boarding and meet national standards.
The project has a total investment of more than 50 billion VND, of which the Party Committee, government and people of Ninh Binh province supported 20 billion VND.
Speaking at the groundbreaking ceremony, Mr. Tran Song Tung - Permanent Vice Chairman of Ninh Binh Provincial People's Committee - shared that despite being thousands of kilometers apart, Ninh Binh and Ca Mau always have a strong connection bond, coverage, sharing, and readiness to stand shoulder to shoulder in any situation.
The groundbreaking ceremony for the construction of Song Doc 5 Primary School not only marks the construction of an educational project, but is also a meaningful symbol in the series of activities to celebrate the 65th anniversary of the twinning between Ninh Binh and Ca Mau.
The Standing Vice Chairman of Ninh Binh Provincial People's Committee pledged to closely coordinate with Ca Mau province in the project implementation process, ensuring the construction works are in accordance with regulations, on schedule and with the highest quality, to soon put into use and promote efficiency.

Sharing at the groundbreaking ceremony, Mr. Le Van Su - Vice Chairman of the People's Committee of Ca Mau province - said that over the years, Ca Mau province has paid great attention to investing in developing education and training, improving the quality of human resources, meeting the requirements of socio-economic development of the province in the new situation. To date, Ca Mau province has 86.05% of schools meeting national standards.
Implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, Ca Mau province is vigorously implementing the Project of teaching 2 sessions/day, organizing boarding; paying special attention to building a toilet system and a clean drinking water system for schools, with the determination to complete the goals of implementing the Resolution of the Politburo by 2027.

To carry out this important task, in addition to the state budget, the province also increases the mobilization of resources of the whole society, especially the contributions of organizations and individuals inside and outside the province to support the locality in implementation.
The Vice Chairman of the People's Committee of Ca Mau province requested the Department of Education and Training, the Party Committee, the People's Committee of Song Doc commune, the Principal of Song Doc 5 Primary School and related units to organize the implementation quickly, complete the invested items best with the spirit of strict implementation, ensuring quality, completing on schedule and absolutely safety of the project.
According to Mr. Ta Thanh Vu - Deputy Director of the Department of Education and Training of Ca Mau province, the expected capital to implement the 2-session/day boarding and learning project is nearly 1,230 billion VND, divided into two phases: phase 1 (school year 2025-2026) invests in building new, adding 119 classrooms and 115 kitchens; phase 2 (2027-2030) continues to complete the remaining items. At the same time, the province will build 101 new toilets, upgrade 427 toilets and invest in 270 clean water systems.
The leader of the Department of Education and Training of Ca Mau province said that organizing 2 sessions/day, boarding in public kindergartens and primary schools aims to contribute to improving the quality of comprehensive education, reducing the burden of extra learning, especially for children/students in remote areas, ethnic minority areas, creating a solid foundation for implementing the preschool education program, general education program 2018 and building a friendly, happy and modern school.

At the groundbreaking ceremony for the construction of Song Doc 5 Primary School, Vo Van Kiet Education Promotion Fund (Ca Mau province) awarded 30 scholarships to students who overcame difficulties and studied well in Song Doc commune, each worth 1 million VND and 1 pair of students.
