On November 2, according to PV's research, the People's Committee of Cao Bang province has just issued a document directing the rearrangement and reorganization of the system of preschool, general education and continuing education institutions to suit the two-level local government model.
This move is implemented based on the guidance of the Ministry of Education and Training in Official Dispatch No. 6165/BGDDT-GDPT issued on October 2.
According to the direction of the Chairman of the Provincial People's Committee, relevant departments, branches and localities must coordinate closely to synchronously carry out key tasks, ensuring that the reorganization process takes place effectively, without affecting teaching and learning activities.
The Department of Education and Training is assigned the role of presiding over and organizing a comprehensive review of the existing network of educational institutions in the area. On that basis, the Department will develop an arrangement plan in accordance with the socio-economic development plan and the characteristics of each locality.
At the same time, the education sector is also responsible for advising on the arrangement of personnel in the right job positions, ensuring the number of teachers and managers according to regulations, and complying with the Law on Teachers.
Propaganda work, creating consensus among teams and communities were emphasized, along with the requirement to maintain the quality of education, avoiding interruptions in teaching activities during the reorganization process.
The Department of Home Affairs will coordinate in handling the regime for cadres and teachers affected by the arrangement, and at the same time arrange appropriate personnel for the facilities after adjustment.
The Department of Finance is responsible for advising on budget sources, facilities, as well as reviewing support policies for affected subjects.
The People's Committees of communes and wards are assigned to conduct field surveys, collect community opinions and develop specific arrangement plans, ensuring publicity and democracy before submitting them to competent authorities for approval.
The People's Committee of Cao Bang province emphasized that the rearrangement of the education system is not only to streamline the apparatus and optimize resources, but also to improve the efficiency of management and the quality of education, meet the requirements of innovation and be consistent with the actual situation in the locality.
