On the afternoon of November 1, speaking with reporters, Mr. Nguyen The Than - Chairman of Vinh Phu Ward People's Committee (Nghe An) confirmed that there is a grassroots high school project in the area that has been completed for more than a year but is still abandoned and not put into use.
The Nghi An Secondary School project, facility 2, is invested by the People's Committee of Nghi An commune (old), with a total investment of more than 23 billion VND, starting in 2023 and completed in October 2024. In addition to the 3-storey building with more than 1,900m2 of floor space, the project only has a gate, fence, parking lot and security house.

Up to now, more than a year has passed, the new school consists of a 3-storey building with 18 classrooms that are still closed. The row of houses is located in the middle of the field, the access road is narrow, degraded, and often has water stagnation. The new facility does not have a headquarters, functional rooms, playgrounds, or practice areas - essential items for teaching according to the new general education program.
It is worth mentioning that the project was implemented but the leaders of Nghi An Secondary School did not know.
Ms. Bang Thi Thuy Ha - former Principal of Nghi An Secondary School for the period 2020-2025 - said that the school did not know about the construction of a new school until the project was nearly completed. "A parent accidentally said that we had just sent someone to check and discovered that it was true. At that time, the project was almost completed. The commune government then requested the school to accept and hand over, but we did not agree because the facilities were not qualified for teaching," said Ms. Ha.
However, the People's Committee of Nghi An commune (old) still repeatedly requested the school to move to facility 2. In early 2025, the school met and agreed that 100% of staff and teachers recommended that they could not be transferred, and at the same time proposed to soon complete phase 2.
In the document recommending to the People's Committee of Nghi An Commune, Nghi An Secondary School stated: Facility 2 (newly completed) only has 18 classrooms, the room area is not standard, lacking tables and chairs compared to the current student population, not meeting the minimum requirements for teaching according to the 2018 General Education Program, the access road to the school is too narrow, not completed, not safe and especially the school does not need to move to facility 2.
Mr. Nguyen The Than - Chairman of Vinh Phu Ward People's Committee said that after receiving the school's proposal, the ward had a meeting to discuss and was considering a plan to temporarily transfer about 7 classes at facility 1 to the new facility.
"In phase 2, the ward will include it in the public investment plan for the 2026-2030 period" - Mr. Than said.
