Candidate Nguyen Thi Hoa asked, in case of choosing the admission combination of Math - Literature - English but choosing to be exempt from the foreign language exam, how will the foreign language certificate be used to convert the foreign language subject floor score?
Regarding this issue, the Ministry of Education and Training answers as follows:
Clause 4, Article 6 of the Enrollment Regulations for training majors at the university level and preschool education majors at the college level in Circular No. 06/2026/TT-BGDDT dated February 15, 2026 of the Minister of Education and Training (Enrollment Regulations) stipulates:

In case candidates use a foreign language certificate (to be exempted from the foreign language graduation exam) to register for university admission, the training institution shall develop and announce the conversion table of foreign language certificate results and foreign language subject admission scores:
a) The conversion table of English foreign language certificate results and construction foreign language subject scores must have at least 5 score differences corresponding to the scale of the certificate used;
b) Table of conversion of results of other foreign language certificates and corresponding foreign language subject scores prescribed by the Principal of the training institution;
c) The conversion table of foreign language certificate results is reviewed and adjusted at least once every 2 years based on comparing the actual academic results of admitted students applied from 2026;
d) Foreign language certificates are only used for converting foreign language subject scores in the admission combination or used for bonus points;".
Accordingly, the conversion table of English foreign language certificate results and construction foreign language subject scores must have at least 5 score differences corresponding to the scale of the certificate used.
Foreign language certificates are only used for converting foreign language subject scores in the admission combination or used for bonus points issued and announced by the university itself in the admission project.
