On May 15, the National Assembly Delegation of Quang Ninh province coordinated with the Ministry of Education and Training (MOET) and the National Assembly's Committee on Culture and Society to conduct a survey on the implementation of education management when implementing organizational and organizational restructuring in Quang Ninh province.
Currently, the whole province has 638 educational institutions from kindergarten to university, with a total of 394,571 children, students, trainees, and students; 24,780 people are teachers, educational institution management staff, and school staff, including 20,230 teachers and lecturers. Facilities and teaching and learning equipment in educational institutions are invested synchronously and modernly, of which 95.8% of classrooms are reinforced.
Regarding the implementation of the organization and apparatus of the Central Government on the implementation of the 2 -level local government model, Mr. Vu Dai Thang - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Ninh Province - highly unified with the proposal and recommendation reported by the Provincial People's Committee.
In particular, it is recommended that the Ministry of Education and Training promptly guide the arrangement of district-level Vocational Education - Continuing Education Centers after transferring them to the Department of Education and Training for management; promptly guide the model of organizing schools when organizing local authorities at 2 levels; study the transfer of current district-level ethnic boarding schools under the Department of Education and Training to carry out tasks in the inter-commune and mountainous areas.
Specific guidance on the development of economic - technical norms and methods for valuing education and training services as prescribed in Circular No. 14/2024/TT-BGDDT as a basis for placing orders, assigning tasks, and implementing autonomy for educational institutions; advising the Government on mechanisms and policies to support improving the lives of teachers, especially in mountainous and border areas...
Mr. Nguyen Kim Son - Member of the Party Central Committee, Minister of Education and Training - affirmed: The upcoming arrangement of the organization and apparatus of the two-level government will be a new model, accordingly the education system will also be changed accordingly.
Minister Nguyen Kim Son shared with the concerns of the management level and emphasized that during the process of arranging administrative units, the core points and specific principles of the Education and Training sector will be identified to ensure maintainability.
In particular, it is necessary to try to maintain the current status of existing schools and will adjust and handle them gradually to suit the new government model; the division of management between the department level and the commune level after formation is not rigid, affecting the teaching and learning process.
