The Ministry of Education and Training (MOET) has issued Decision No. 1280/QD-BGDDT on the announcement of internal administrative procedures in the state administrative system in the field of regimes and policies for teachers under the management of the Ministry.
The Decision takes effect from the date of signing and replaces the Minister of Education and Training's Decision No. 1137/QD-BGDDT of April 24
In the new decision, the list of internal administrative procedures under the authority of the Ministry of Education and Training includes administrative procedures for considering promotion of professional titles for the titles of main lecturer (grade II), senior lecturer (grade I), lecturer of principal pedagogical college (grade II), lecturer of senior pedagogical college (grade I).
At the same time, the Ministry of Education and Training has the authority to settle administrative procedures for the promotion of high school teachers (high school) class II, grade I high school teacher, junior high school teacher (secondary school) class II, Secondary Secondary Secondary School teacher, class II primary school teacher, grade I primary school teacher, II kindergarten teacher, grade I preschool teacher for teachers of public non -business units under the Ministry of Education and Training directly under the Ministry of Education and Training.
The list of internal administrative procedures under the jurisdiction of the local government level includes administrative procedures consider promotion of professional titles for the rank of second -class high school teachers, grade I high school teachers, second secondary school teachers, grade I secondary school teachers, class II primary school teachers, II school primary schools, grade II preschool teachers.
Along with that, the local government has the authority to handle administrative procedures for considering promotion to the professional titles of lecturer of the main pedagogical college (grade II), lecturer of the prestigious pedagogical college (grade I), main lecturer (grade II), senior lecturer (grade I).
According to the assessment of the Ministry of Education and Training, the disclosure and standardization of procedures aims to improve transparency, reduce time and costs for educational institutions and teachers in the process of implementing promotion of professional titles.
This is one of the steps to concretize Resolution 66/NQ-CP and the Government's instructions on reforming administrative procedures for the period 2022-2025.
