The Government has just submitted to the National Assembly the investment policy for the National Target Program on modernization and improvement of the quality of education and training for the period 2026 - 2035; the investment policy for the National Target Program on health care, population and development for the period 2026 - 2035.
Contributing opinions to the education program, delegate Nguyen Anh Tri (Hanoi Delegation) mentioned the issue of ensuring the staffing and teaching staff in all areas, all levels of education, all classes - from remote areas to cities.

He expressed concern and said that in the 2 terms of the National Assembly, when participating in supervision, there was a common phenomenon: When there was a policy of streamlining the payroll by 10%, many places often chose two areas to cut: health care and education. While the teaching staff is the one who directly leads the class, there is a great need for teaching.
"Just reduce some nurses, or reduce teachers in some schools to be able to report the completion of the 10% target" - the delegate said.
He also expressed concern and gave the current situation, there are teachers working under contracts, but on July 1, they received a notice of retirement, not knowing how to handle it.
"Some people have contracts for 2 years, 4 years, even 5 years, and suddenly have their contracts terminated" - the delegate expressed.
From the above reality, delegate Nguyen Anh Tri recommended that the Government and the Ministry of Education and Training (MOET) compile statistics and report specifically on this issue. If the number is small, it is necessary to support those teachers to return to work; if there are many and widespread, there needs to be direction from superiors to thoroughly resolve the issue.
Proposal to assign the Department of Education and Training the authority to recruit and transfer teachers
In the Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to implement the breakthrough in the development of education and training, the Government proposed to assign the right to recruit, transfer, and transfer teachers, managers and staff in public preschool, general education and continuing education institutions to the directors of the Department of Education and Training.

Delegate Nguyen Anh Tri supported the proposal to assign the Department of Education and Training the authority to recruit and transfer teachers, but recommended implementing it reasonably, close to reality, and developing staffing quotas proactively and early.
"It is necessary to develop proactive and early staffing targets. With VNeID, we can completely build staffing targets for next year, next year, and even 5 years can still be prepared. At least next year, I will almost have to prepare, then there will be a payroll, a school. This needs to be done" - the delegate analyzed.
Contributing opinions on this content, delegate Nguyen Van Manh (Phu Tho delegation) proposed to only decentralize the authority to the Director of the Department of Education and Training to exercise the above authority with 3 contents: For public educational institutions under the management authority of the Department of Education and Training; secondment for cases of teachers and staff from commune to commune in excess; Mobilizing and appointing public educational institution managers related to the scope of 2 or more commune-level administrative units.

The delegate also proposed decentralizing the authority to the Chairman of the People's Committee to exercise the authority to recruit, rotate, transfer, and assign teachers and staff of public educational institutions under its authority and related to the scope of 2 or more commune-level administrative units based on the job position and staffing quota assigned by the competent authority, avoiding the emergence of many complicated procedures.
