Proposal to build a salary, allowance and promotion mechanism associated with work efficiency
Minister of Education and Training (MOET) Nguyen Kim Son has just signed a Government report accepting and explaining the opinions of National Assembly deputies, and an inspection report by the National Assembly's Committee on Culture and Society on the draft Law amending and supplementing a number of articles of the Law on Education.
Regarding policies for teachers, there are opinions suggesting building a reasonable salary, allowance and promotion mechanism, associated with work efficiency, not only based on qualifications or seniority; replace the phrase "preferential allowance according to job position" with "preferential allowance according to job position" to suit the reality and new salary policy.
Regarding this content, the Government said that the Government is organizing the development of a Decree guiding the implementation of the Law on Teachers and a Decree regulating salary policies and allowances for teachers.
In response to the opinions of National Assembly deputies, the Government will study specific regulations on conditions for professional promotion, accordingly, teachers are appointed to positions corresponding to the standard level of the title, contributions, professional performance results of teachers and the job position they undertake.
Regarding the salary and allowance regime, currently implemented according to Government regulations applied generally to all civil servants in all sectors and fields, the payment of salaries and allowances is being implemented according to the appointed position, seniority in work associated with teaching level and working area.
The Government said that the types of decrees for civil servants are being implemented according to the provisions of Decree No. 204/2004/ND-CP, including preferential allowances according to the profession.
In addition, in Resolution No. 27-NQ/TW on reforming new salary policies, the Politburo strategically rearranged allowances. In particular, combining preferential allowances according to occupations, allowances for responsibilities according to occupations and allowances for toxic and dangerous diseases (collectively referred to as occupational allowances) applies to civil servants and public employees of occupations and jobs with higher than normal working conditions and with appropriate preferential policies of the State (education and training, health, courts, prosecution, civil judgment enforcement, inspection, examination, auditing, customs, forestry, market management, ...).
Therefore, the use of the term "professional allowance" in this context is appropriate, ensuring legal regulations and a new policy on salary policy reform.
Need to supplement regulations on teacher protection when performing duties
In addition to the content on salary, allowance regime, and promotion, there are opinions suggesting clarifying the standards, tasks, and policies for teachers, in accordance with the characteristics of each level of education. In particular, it is necessary to supplement regulations on protecting teachers while performing their duties.
Regarding this content, the Government said that the Government is organizing the development of 3 Decrees and directing the drafting of 14 Circulars to implement the Law on Teachers.
Incorporating the opinions of National Assembly deputies, the Government will regulate according to its authority or direct specific regulations on the management of the teaching staff, salary policies and allowances, professional standards, working regimes, codes of conduct for teachers, etc.
The regulations are detailed for teachers at each level of education, the training level must be consistent with the specific characteristics of professional activities according to the level of education, the specific training level.
Regarding the policy of protecting teachers, the Law on Teachers stipulates that organizations and individuals are not allowed to do to teachers, stipulates the handling of violations of the reputation, honor and dignity of teachers, especially strict handling if such acts occur within the scope of educational institutions or while teachers carry out professional activities to protect the honor and reputation of the teaching profession (Article 11, Article 37 of the Law on Teachers).
