Youme Law Company Limited answers: On December 10, 2025, the National Assembly passed Resolution No. 248/2025/QH15 on a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development. This Resolution officially takes effect from January 1, 2026.
According to Article 2 of Resolution 248/2025/QH15, the National Assembly has stipulated many specific and outstanding policies to develop human resources in the education sector, of which the preferential policy for teachers and employees of the education sector is noteworthy.
Vocational preferential allowances for public preschool and general education institutions are implemented according to the roadmap prescribed by the Government, with a minimum level of 70% for teachers and a minimum of 30% for employees.
In particular, teachers working in the 4 areas below are entitled to a 100% occupational preferential allowance:
Border areas;
Island areas;
Ethnic minority and mountainous areas;
Areas with particularly difficult socio-economic conditions.
In addition, the Resolution allows vocational education and higher education institutions to be autonomous in deciding the level of additional income for teachers, civil servants and employees from legal revenue outside the state budget that is left behind, in accordance with internal spending regulations and the operating results of the unit.
In addition to preferential policies, Resolution 248/2025/QH15 also clearly stipulates the mechanism for recruiting, using and managing human resources in the education sector.
