The Ministry of Education and Training is seeking opinions on a draft Decree regulating preferential allowances according to occupation for civil servants and employees working in public educational institutions, in which a preferential allowance level for school staff is proposed.
How to calculate preferential allowances according to occupation
For civil servants and employees who pay salaries according to the salary coefficient prescribed in Decree No. 204/2004/ND-CP of the Government, the monthly preferential allowance according to the profession is calculated as follows:

For employees who are not paid according to the salary coefficient prescribed in Decree No. 204/2004/ND-CP of the Government, the monthly preferential allowance according to the profession is calculated as follows:

In which the salary paid according to the agreement is not lower than the regional minimum wage.
If the month has no time to calculate the preferential allowance according to the profession (according to the provisions of Article 3 of this Decree), the preferential allowance according to the profession is only calculated for the remaining time of the month, specifically as follows:

Currently, the income of school staff is still enjoyed according to the salary policy according to Decree No. 204/2004/ND-CP.
Most employee positions apply the salary table of type B or A0 civil servants, which are the two lowest salary tables in the salary tables of cadres, civil servants and public employees.
For example, the salary table of type A0 civil servants applies to civil servants with experimental equipment, education, and education support for people with disabilities; the salary table of type B civil servants applies to positions requiring intermediate qualifications such as intermediate accountants, intermediate librarians, intermediate clerical staff, intermediate doctors, etc.
A few staff positions are subject to the salary table of type A1 civil servants such as student counselors, accountants, clerical staff, and librarians.
The positions of civil servants with experimental equipment, education, and education support for people with disabilities only have 1 rank, so there is no opportunity to be promoted to a professional title and a salary table with a higher starting salary coefficient, a longer salary gap, and a wider salary range; other civil servants have very few opportunities to be promoted.
In addition to wages, there are a number of employees who are entitled to other allowances such as accounting officials and cashiers who are entitled to 0.1 responsible allowances compared to the base salary; Chief Accountant enjoys the responsibility allowance 0.2 compared to the base salary; Officers of equipment, experiments and libraries are entitled to toxic allowances of 0.2 compared to the base salary; School health officers are entitled to a 20%preferential allowance.
Thus, basically, employees in schools are only entitled to a salary according to the basic salary coefficient without additional vocational incentives and seniority allowances like teachers. The lowest salary for school staff is estimated at about 4.3 million.
In fact, due to limitations in the total assigned staff, in the context of having to prioritize the number of teachers and staff in schools, the number of school staff is basically lacking compared to regulations and practical work needs. Therefore, many school staff are assigned to concurrently hold other positions but do not have additional benefits.
With the current income and job requirements, it is difficult for educational institutions to recruit full-time staff positions and staff tasks to support teaching and education activities that are not complete, timely and ensure quality as required.
